Petroleum hydrocarbon
releases occurred at opposite ends (RCP east and CMLT west) of the large commercial truck repair shop
(Warehouse). The RCP groundwater plume migrated to the northwest under the Warehouse and
commingled with the CMLT groundwater plume; hence this case closure recommendation addresses
both releases.
The Warehouse initially housed Connell Motor Truck (named changed to Connell Motor Truck Co., Inc. in
1946), a commercial truck sales/repair facility from 1939 to 1959. The Warehouse was also used to
repair military tanks during World War II (verbal communication by the former owner). Forklift repair was
conducted at Connell Motor Lift Truck facility from 1947 to 1970 in addition to commercial truck oil
lubrication activities from 1988 to 1994. The Site was used as a commercial tire sales/repair facility from
1970 to 1988 and from 1994 to present. The Site also includes a body shop and an office building, both
located on the northern portion of the Site, and large paved and unpaved areas used for storage. A used
car lot formerly occupied the Connell property, north of the office. River City Petroleum (RCP) leased
and operated a service station during the 1990's.
River City Petroleum (RCP)
At least two generations of underground storage tanks (USTs) are reported to have been installed and
removed from the RCP portion of the Site. The service station was originally located along old US
Highway 99 (now North Wilson Way). The USTs were located adjacent to the Warehouse (east-facing or
street side), with the two commercial truck dispenser islands (No. 1 and No. 2) located south of the
USTs.
In October 1986, two 10,000-gallon gasoline and two 10,000-gallon diesel USTs were removed. Two
double wall 10,000-gallon gasoline and one 10,000-gallon diesel USTs were installed to replace the
USTs. Evidence of a fuel release was noted by the regulatory agency in soil at the time of the 1986
USTs removal; however there are no records that a USTs case was opened at that time. Two 500-gallon
waste oil USTs were located in an open truck lube bay inside of the warehouse; however there are no
confirmation soil data, date of USTs removal, or recorded visual description associated with the waste oil
USTs removal. According to County records, SJCEHD visually inspected the lube pit in 1993, and did
KARL E. LONGLEY ScD, P.E., CHAIR I PAMELA C.
