Section 9606(a). Dear Mr. Randall: This letter confirms the verbal notification to your office on May 16, 1989 from Jim Hanson, Remedial Project Manager, Super- fund Programs, United States Environmental Protection Agency ("EPA"), regarding the property at 4599 Manthey Road, French ("facility" or "site"). Mr. Hanson Informed your office that you may be liable under the Comprehensive En- vironmental Response, Compensation and Liability Act of 1980, as amended, 42 U.S.C. Section 9601 et seq., ("CERCLA"), for the release or threatened release of a hazardous substance at the above-referenced site. EPA hereby issues written notice to you that EPA has deter- mined you are a potentially responsible party under Section 107 of CERCLA. As such, you may be obligated to take actions that EPA determines are necessary to protect public health or welfare or the environment. Responsible parties are liable for all costs incurred by the government in responding to any release or threatened release at the site. Such costs can include, but are not limited to, expenditures for investigation, planning cleanup of the site, and enforcement. Enclosed with this letter is an Administrative Order, issued today by the United States Environmental Protection Agency, to abate an endangerment to public health or welfare or the environ- ment at the property located at 4599 Manthey Road, French Camp, California. This Order is issued pursuant to Section 106 of CERCLA, 42 U.S.C. Section 9606. The Order requires the Respon- dent to conduct an environmental response action at the site.
