Introduction and Jurisdiction <br />15 This Order is issued to Lyon Communities, Inc. <br />16 ("Respondent") pursuant to the Comprehensive Environmental <br />17 Response, Compensation and Liability Act of 1980, as amended by <br />18 the Superfund Amendments and Reauthorization Act of 1986, 42 <br />19 U.S.C. Section 9601 et seq., ("CERCLA"), by authority delegated <br />20 to the Administrator of the United States Environmental Protec- <br />21 tion Agency ("EPA") and redelegated to the EPA Regions. <br />22 The Director of the Hazardous Waste Management Division, EPA <br />23 Region 9, has determined that there may be an imminent and sub- <br />24 stantial endangerment to the public health, welfare or the en- <br />25 vironment because of the release and/or threatened release of <br />26 hazardous substances from the Manthey Road Property, 4599 Manthey <br />27 Road, French Camp, California ("facility" or "site"). <br />28 The EPA has designated an On-Scene Coordinator ("OSC") for <br />1
