(Stratus) has prepared this Work Plan for Additional Site <br />Assessment (Work Plan) on behalf of Mr. Floyd Barnes, for the Former Barnes Trucking <br />facility located at 1817 South Fresno Avenue, Stockton, California (the Site, see Figures <br />1 through 4). Petroleum hydrocarbon impact to the subsurface has previously been <br />documented at the subject property, and the California Regional Water Quality Control <br />Board (RWQCB) currently oversees an environmental case for the Site. Stratus has been <br />utilizing ozone injection (OD technology at the subject property since April 2016 in order <br />to conduct remediation of groundwater. After reviewing the results of first quarter 2017 <br />groundwater sampling, Stratus forwarded these results to the RWQCB by e-mail (on <br />April 5, 2017) and requested that the agency consider allowing the remedial effort to be <br />discontinued and to begin managing the environmental case to closure. After conducting <br />a site review, the RWQCB issued a letter, dated April 13, 2017, indicating that OI <br />remediation at the Site must continue, based on a determination that the Site did not meet <br />the groundwater media specific criteria of the State Water Resources Control Board's <br />'Low Threat Closure Policy'. In addition, the RWQCB identified data gaps regarding <br />assessment of petroleum hydrocarbon impact at the Site and requested a work plan to <br />conduct vertical and lateral assessment of fuel contaminant impact, and to perform a soil <br />gas survey. Stratus is therefore submitting this Work Plan, on behalf of Mr. Barnes, to <br />satisfy the requests of the RWQCB for additional assessment of fuel contaminant impact <br />at the subject property.
