Memorandum
September 20, 2018
To: Steve Meeks — Central Valley Regional Water Quality Ref. No.: 080238
Control Board
From: Fred Blickle — GHD Services Inc. Tel: (510) 420-3323
cc: Bonny Carter — Tracy Unified School District
Eric Chodoroff — GHD Services Inc.
Subject: Additional Groundwater Investigation Work Plan
Tracy Unified School District Delta Island Campus
On behalf of the Tracy Unified School District (TUSD), GHD Services Inc. (GHD), has prepared this
memorandum presenting GHD's proposed scope of work for assessing arsenic concentrations in
groundwater at the former TUSD Delta Island Campus located at 11022 West Howard Road, Stockton,
California (Site). GHD prepared this memorandum in response to a request from the Central Valley
Regional Water Quality Control Board (RWQCB) made during the September 6, 2018 meeting with TUSD,
GHD, and RWQCB regarding arsenic concentrations in groundwater at the Site. The Site location is depicted
in Figure 1.
Site History
As discussed in the Remediation Completion Report and No Further Action Request (GHD 2017), the Site
was historically used for agriculture, consistent with adjacent and regional property uses, until TUSD
constructed the Delta Island School campus between 1971 and 1973. The school remained in operation until
its closure in 2009 and demolition in 2015. Since 2015, the Site has been a vacant parcel consisting primarily
of native soil earth-scape with several concrete pads / structures.
Additional Groundwater Investigation Work Plan
GHD proposes to collect field filtered grab groundwater samples from four boring locations to further assess
arsenic concentrations in groundwater at the Site.

2.1 Health and Safety Plan
GHD will prepare a Health and Safety Plan prior to all field work. A copy of the Health and Safety Plan will be
available to Site workers at all times.

2.2 Permit
A drilling permit will be obtained from San Joaquin County Environmental Health Department prior to any
drilling activities
GHD
5900 Hollis Street Suite A Emeryville California 94608 USA
T 510 420 0700 F510 420 9170 W www.ghd.com
