Fulcrum Resources Environmental (FR) is conducting site assessment services on the <br />subject property at 18 E. ll th Street, Tracy, California (APN 235-171-03). The purpose of <br />this assessment is to investigate the risk for vapor intrusion from the west adjacent <br />property, which formerly operated as a gasoline service station and reported a release of <br />petroleum hydrocarbons to the subsurface. <br />Background <br />FR was provided with a completed Phase I Environmental Site Assessment Report <br />completed by EFI Global (EFI), and dated January 25, 2017. <br />Based on EFI's research and information provided by the Client, the following addresses <br />have been found to be associated with the subject property: 18, 22, 34, and 38 East 11th <br />Street and 420 North Central Avenue, Tracy, California. The subject property is located <br />on the south side of East 1 1 th Street, approximately 100 feet east of North Central <br />Avenue, in the City of Tracy. The subject property consists of two contiguous parcels, <br />which are approximately 0.44 total acres in size. The subject property is developed with <br />two commercial structures. The eastern building, addressed 22 East 11th Street, consists <br />of a vacant commercial unit to the north and a smaller unit to the south that was most <br />recently used as an unpermitted residence. The western building, addressed 18 East 11th <br />Street, consists of a large open room to the south and several partitioned rooms <br />throughout the north. Both site buildings have been vacant for some time, have been <br />heavily neglected, and are in need of significant repairs. The remaining portions of the <br />property consist of an asphalt paved parking area in the center portion. The surrounding <br />area is used for commercial purposes. <br />According to EFI Global, Inc.'s interpretation of the historical research data, the subject <br />property was developed with a tank house, shed, and small structure, which were <br />associated with a residential structure at the west adjoining property, sometime prior to <br />1911 through at least 1913. By 1921 through at least 1926, the subject property was <br />developed with a cold drinks shop in the northwest portion, a battery station in the <br />northeast portion, part of a residence in the southeast portion, and garage in the southwest <br />portion. By 1945, the tank house, shed, and small structure and west adjoining residence <br />were demolished and the subject property was developed with a restaurant in the <br />northwest portion and a sign printing shop in the northeast portion. By 1947, the <br />southwest garage was demolished and the northeast structure was occupied by an auto <br />repair shop. By 1957, the southeast portion residence was demolished. The subject <br />property remained in this configuration until sometime prior to 1982, when an addition <br />was constructed on the southern portion of the northeastern structure (22 East 1 1 th <br />Street). By 1993, an addition was constructed to the south portion of the northwest <br />structure (18 East 11th Street). Previous tenants of 18 East 1 1 th Street include various <br />restaurants from at least 1945 through 1980 and vacant from at least 1986 through 1991. <br />Previous tenants of 22 East 1 1 th Street include Pete's Liquors (1959-1975), Tracy <br />18-22 East 1 l th Street, Tracy California <br />Site Assessment Work Plan Cirrsi Fulcrum Resources Environmental
