10.0 - EMPLOYEE TRAINING <br />10.1 Pre-Assignment and Annual Refresher Training <br />All ATC Employees and Subcontractors will participate in routine health and safety education and training <br />programs. These programs are designed to provide employees with a thorough knowledge of hazardous <br />materials, health and safety hazard potential, and Federal Occupational Safety and Health Administration <br />(OSHA) requirements published in 29 Code of Federal Regulations (CFR) Part 1910. According to 29 <br />CFR 1910.120(e), Site employees will have received 40 hours of initial Hazardous Waste Operations & <br />Emergency Response (HAZWOPER) instruction and 24 hours of supervised field experience. Attending <br />an annual 8-hour HAZWOPER refresher training session maintains this initial training. It is the <br />responsibility of the Project Manager and each subcontractor's supervising manager to determine if the <br />subcontractor staff meets these training requirements. <br />10.2 Site Supervisor's Training <br />On-site Managers and Supervisors on hazardous waste sites who are directly responsible for or who <br />supervise workers engaged in hazardous wastes operations receive, in addition to the initial 40 <br />HAZWOPER training, 8 additional hours of specialized supervisory training in compliance with the <br />OSHA regulations. This training includes training on the employer's safety and health program and the <br />associated employee training program, personal protective equipment program, spill containment program, <br />and health hazards monitoring procedure and techniques. <br />10.3 Site Safety Training and Briefing Topics <br />The SSHO will conduct Site-specific health and safety briefing for field personnel before the start of all <br />field work. Briefing attendees will include the Site Supervisor, the Project Team, and Subcontractor <br />personnel. At the conclusion of the meeting, personnel are to sign the HASP Agreement and <br />Acknowledgement Form in the Appendices. As additional people are assigned to the Site, it is the <br />responsibility of the SHSO to ensure that new personnel are briefed on health and safety protocols and <br />ensure that they have reviewed and signed the HASP Agreement and Acknowledgement Form. Items to <br />be covered include: <br />Site-specific health and safety rules <br />Client-specific health and safety rules <br />Health effects of various chemicals used on the Site <br />Emergency response actions pertaining to operations on-Site <br />Additionally, daily Site Tailgate Safety Meetings will be conducted to review past activities, plan ahead for <br />new or changed operations, to understand any near-miss and "lessons learned, establish safe working <br />procedures for anticipated hazards, and provide pertinent safety and health training and motivation. The <br />SSHO will complete the Tailgate Safety Meeting Form located in the Appendices. <br />10.4 Visitors <br />All visitors entering the designated work zones will be subject to all applicable health and safety <br />requirements during field operations at the Site. All visitors to a work Site will be given the opportunity to <br />review the HASP, will be escorted at all times, and will be required to stay a safe distance from Site <br />activities. The Site Supervisor and/or the SSHO will be responsible for briefing all visitors on the Site <br />hazards, Site safety precautions, and the Site emergency response plan. <br />HASP Level III <br />Rev. 01 —(June 11,2007) 10-1
