The Levand-Bright Property
is located at 3 East 11 th Street in Tracy (Site).
In the Work Plan, AGE proposes installation of seven groundwater monitoring; six shallow wells
screened from 5 to 20 feet below ground surface (ft bgs) and one deep well screened from 35 to
40 ft bgs. AGE proposes to collect soil samples at 5 foot intervals from 5 ft bgs to the total
depth of each boring for lithologic logging and laboratory analysis. AGE will analyze soil
samples for: total petroleum hydrocarbons as gasoline (TPH-G), benzene, toluene,
ethylbenzene, total xylenes (collectively BTEX), methyl tert butyl ether (MTBE), di-isopropyl
ether (DIPE), ethyl tert buyl ether (ETBE), tert amyl methyl ether (TAME), tert butyl alcohol
(TBA), 1,2-dichloroethane (1,2-DCA), and ethylene dibromide (EDB). AGE proposes quarterly
groundwater monitoring for a minimum of one year.
Central Valley Water Board staff have the following comments on the Work Plan:
1. AGE proposed installation of a deeper screened well adjacent to the former UST. AGE
detected petroleum hydrocarbons in grab groundwater samples collected between 37
and 40 ft bgs at 910 micrograms per liter (ug/L) TPH-G in boring B2, located
approximately 75 feet northwest of the former UST, and at 87 ug/L in boring B4, located
approximately 55 feet northeast of the former UST. AGE did not detect petroleum
hydrocarbons in deeper grab groundwater samples collected from borings B6 and B8,
located to the north-northeast for the former UST. Based on existing data, deeper
groundwater has been impacted by petroleum hydrocarbons.
Central Valley Water Board staff do not believe the proposed location of the deeper
screened well, adjacent to the former USTs, is the optimal location to define the vertical
extent of migration. Staff request that two deeper screened wells be installed, one
adjacent to the shallow screened well proposed on 101 Holly Drive, and one adjacent to
the shallow screened well proposed south of boring B4.
