TANK CLOSURE REPORT
REMOVAL OF THREE UNDERGROUND STORAGE TANKS
STOCKTON RAILYARD AND FUELING FACILITY
STOCKTON, CALIFORNIA
1.0 INTRODUCTION
1. Three underground storage tanks were removed from the Stockton railyard and fueling
facility located at Diamond Street and East Worth Street in Stockton, California on
October 29 through November 2, 1990. Figure 1 shows a partial plan of the site and the
locations of the three former underground storage tanks. The tank removal was performed in
accordance with the permit application and workplan approved by the San Joaquin County
Public Health Services and the City of Stockton Fire Department. Copies of the county
permit application, Fire Department receipt and permit number, and approved Fire
Department permit application form are included in Appendix A.
2.0 TANK REMOVAL
Three underground storage tanks were removed on October 29 through November 2, 1990
by Crisp Construction of Visalia. The former underground storage tanks included a•
26,000-gallon diesel tank and remote fill line, a 10,000-gallon wastewater tank, and a
2,000-gallon gasoline tank. Dispensing equipment associated with the 26,000-gallon diesel
tank and the 2,000-gallon gasoline tank were also removed. A wastewater line from the
fueling platform to the former wastewater tank was left in place pending integrity testing.
Excavation commenced on October 29, 1990 with removal of the asphalt and concrete pads
and exposing of the tanks. Since the dispensing equipment was located immediately above
the 26,000-gallon and 2,000-gallon underground storage tanks, associated piping was
minimal and was also removed during the excavation.
Approximately 3,700 gallons of residual material and rinsate were removed from the site as a
result of cleaning and triple rinsing the three underground storage tanks. The rinse water and
residual material from the 26,000-gallon diesel tank and the 2,000-gallon gasoline tankwere
transported by Refineries Service to their facility in Patterson under Uniform Hazardous
ENVIRONMENTAL SOLUTIONS 1
