RECEIVED <br />DEC 05 2017 <br />UNDERGROUND UTILITIES 1.:INVIIRONINIENTAI, <br />DEPARTNIENT <br />The utility mark out company, Underground Service Alert North, will be contacted by EBI <br />and/or the drilling subcontractor. In addition, a GPR survey for private utility lines is being <br />conducted prior to the borings. On-site personnel will be responsible for locating and marking <br />any facility underground utilities or structures not located by the utility locator. Upon <br />encountering any unmarked lines during the field activities, work will be stopped immediately <br />until the hazard associated with the line can be evaluated. <br />HAZARD OVERVIEW <br />The contractor shall be responsible for safe work practices in compliance with all Occupational <br />Safety and Health Administration (OSHA) standards and the site safety plan must be used at all <br />times. <br />CHEMICAL HAZARDS <br />Petroleum Hydrocarbons <br />Health effects from exposure to petroleum hydrocarbons depend on many factors. These <br />include the types of chemical compounds in the petroleum hydrocarbons, the duration of <br />exposure, the type of exposure (inhalation vs. dermal) and the amount of the chemicals <br />absorbed into the skin. The compounds in different petroleum hydrocarbons fractions affect <br />the body in different ways. Some of the petroleum hydrocarbons compounds, particularly the <br />smaller compounds such as benzene, toluene, and xylene (which are present in gasoline), can <br />affect the human central nervous and hematopoietic (blood) systems (benzene). If exposures <br />are high enough, death can occur. <br />Breathing toluene at concentrations greater than 100 parts per million (100 ppm) for more than <br />several hours can cause fatigue, headache, nausea, and drowsiness. When exposure is stopped, <br />the symptoms will go away. However, if someone is exposed for a long time, permanent damage <br />to the central nervous system can occur. One petroleum hydrocarbons compound (n-hexane) <br />can affect the central nervous system in a different way, causing a nerve disorder called <br />"peripheral neuropathy" characterized by numbness in the feet and legs and, in severe cases, <br />paralysis. This has occurred in workers exposed to 500-2,500 ppm of n-hexane in the air. <br />Swallowing some petroleum products such as gasoline and kerosene causes irritation of the <br />throat and stomach, central nervous system depression, difficulty breathing, and pneumonia <br />from breathing liquid into the lungs. The compounds in some petroleum hydrocarbons fractions <br />can also affect the blood, immune system, liver, spleen, kidneys, developing fetus, and lungs. <br />Certain petroleum hydrocarbons compounds can be irritating to the skin and eyes. Benzene is a <br />known human carcinogen, causing a rare form of blood cancer. Neurological symptoms of <br />inhalation exposure to benzene include drowsiness, dizziness, headaches, and unconsciousness <br />in humans. Ingestion of large amounts of benzene may result in vomiting, dizziness, and <br />convulsions in humans. Exposure via dermal contact and inhalation exposure should be avoided. <br />Exposure to liquid and vapor may irritate the skin, eyes, and upper respiratory tract in humans. <br />Redness and blisters may result from dermal exposure to benzene. <br />Volatile Organic Compounds (VOCs) <br />Volatile organic compounds (VOCs) are emitted as gases from certain solids or liquids. VOCs <br />include a variety of chemicals, some of which may have short- and long-term adverse health
