Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />June 21, 2021 <br /> Facility Address: <br /> 205 W LOCKEFORD ST, LODI <br /> Facility Name: <br /> QUIK STOP MARKET #148 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />CORRECTIVE ACTION: Ensure that designated operators performing visual inspections at this facility are including <br />all of the required information on the reports. <br />This is a repeat violation, Class II. <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre-Jul 2003). <br />OBSERVATION: Liquid was observed in the following: <br />-Approximately 2 gallons of liquid was observed in the 91 fill sump. <br />-Approximately 2 gallons of liquid was observed in the 87 fill sump. <br />-Approximately 1 gallon of liquid was observed in the 89 fill sump. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed all liquid from the 87, 89, and 91 fill sumps. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1, 2665, 2712 Failed to meet spill container requirements. <br />OBSERVATION: The 91 product spill container failed when tested. <br />REGULATION GUIDANCE: All USTs shall be equipped with a spill container that collects any hazardous <br />substances spilled during delivery operations, that has a minimum capacity of five gallons and a drain valve that <br />allows drainage of the collected spill into the primary container or provide a means to keep the container empty. <br />CORRECTIVE ACTION: The drain valve in spill container was adjusted and retested during the inspection. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 7/21/2021 . <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
