Levels (ESLs)for Commercial/Industrial soil. VOC detections, other than naphthalene, in soil and
groundwater did not exceed Tier 1 ESI-s.
In their February 26, 2019 letter, the Central Valley Water Board requested additional assessment
so that a Conceptual Site Model (CSM) can be prepared and the case can be evaluated for closure.
Ninyo & Moore, on behalf of the JCC, submitted a work plan to address the Central Valley
Water Board's requirements for additional site investigation on May 23, 2019.
REQUESTED BORING LOCATION CHANGE
It has come to the attention of the project team that three of the proposed boring locations are not
feasible or are possibly dangerous. Due to these concerns, we recommend changing the locations
of these borings. The new proposed boring locations are in the attached Figure 2, and our
rationale for moving the borings is below.
• Boring B-2 was found to be above the judge's underground parking lot and was moved
approximately 20 feet to the north.
• Boring B-5 was found to be above an 18-inch high pressure gas main, posing a serious health
and safety concern. Consideration was given to the property next door; however, access has
been denied twice by the owner of the property. The new location for this boring,
approximately 200 feet east of the site, serves as a downgradient boring.
• Boring B-7 was located in the egress of an emergency exit and a secured area associated
with the Stockton Courthouse. This boring was moved approximately 20 feet to the south.
Sincerely,
NINYO & MOORE
,pNAL
JACOB WILCOX
I 0- No.9128
b & Exp:It W r
9OF CAS
Jacob Wilcox, PG
Senior Environmental Geologist
JMW/KML
Attachments: Figure 1 —Site Location
Figure 2 —Site Plan
Distribution: (1)Addressee (via GeoTracker)
(2) Dale Frisby, JCC (via email)
Ninyo&Moore 1 180 East Weber Avenue,Stockton,California 1403488001 I November 9,2020 2
