AESTHETICS. <br />Except as provided in Public Resources Code <br />Section 21099, would the project: <br />Have a substantial adverse effect on a <br />scenic vista? <br />Substantially -damage scenic resources, <br />including, but not limited to, trees, rock <br />outcroppings. and historic buildings within <br />a state scenic highway? <br />In non-urbanized areas, substantially <br />degrade the existing visual character or <br />quality of public views of the site and its <br />surroundings? (Public views are those <br />that are experienced from publically <br />accessible vantage point). If the project is <br />in an urbanized area, would the project <br />conflict-_with applicable zoning and other <br />regulations governing scenic quality? <br />Create a new-source of substantial light or <br />glare which would adversely affect day or <br />nighttime views in the area? <br />Impact Discussion: <br />a-d) This project consists of three (3) applications including a Master Plan Amendment, a Specific Plan I <br />Amendment, and a Site Approval in the -Specific Plan I planning area of Mountain House (Old River <br />Park South Expansion Area) to convert an existing Farm Service Headquarters facility to ar <br />Construction Services- Heavy Operation and to construct a 12,000 square foot office and warehouse <br />building. The proposed project and land use improvements for the project site are subject to the site <br />planning and architecture standards contained in the Mountain House Commercial, Office, and <br />Industrial Design Manual. The project site and design of the buildings will also be subject to the Design <br />Review Process to ensure the architecture, character, and quality envisioned for the site and the <br />community are maintained.
