Grazing levels will be established to permit vegetation management, not <br /> _ to fully utilize grazing capacity. <br /> No grazing will be allowed in the mitigation area until the 1991 season (beginning <br /> April 15, 1991). Five horses will be allowed in Mitigation Sites A-C during the second year <br /> after the start of construction. Another two horses will be allowed in Mitigation Site D. <br /> The number of horses shall be adjusted annually according to the standards set above. If <br /> grazing adversely affects the mitigation area, it may be terminated or reduced upon 24 hours <br /> notice or as soon as the animals can be reasonably relocated to another pasture. <br /> Monitoring of Grazing <br /> All grazing of pastures in the landfill footprint and grassland in the mitigation area <br /> shall be monitored annually duringlandfill. <br /> forage conditions cal monitor oeach Octobers other <br /> The <br /> qualified agent for the County shall evaluate the <br /> biological monitor shall use the actual use/utilization method to determine the stocking rate <br /> for each pasture for the following grazing season. <br /> The new stocking rate for each pasture shall be determined by measuring the RDM <br /> occurring in the pasture in October. The grazing goal will be 9001bs/acre RDM for each <br /> pasture. The number of lbs per/acre RDM shall be determined initially by following the <br /> 'Double Sample Method for Assessing RDM" (U. S. Forest Service 1984). This method <br /> consists of clipping and weighing the RDM occurring within one representative square-foot <br /> plot out of five plots per pasture. The remaining four plots in each pasture can be <br /> estimated visually. The representative plot shall be clipped as close to the ground as <br /> possible. Shrubs, tree and shrub leaves, droppings, and unpalatable forage are excluded. <br /> Current and past year's litter or shattered plant material at ground surface that can be <br /> readily picked up are included in the sample to be weighed. Unless the forage is wet or <br /> green, the clippings can be weighed directly on a gram scale. The grams per plot clipped <br /> are then converted to lbs/acre by using the following formula: <br /> (Grams/454)*(43,560/1 sq ft) = lbs/acre RDM <br /> The target RDM for each pasture is 900 lbs per acre. The next seasons stocking rate <br /> (AUMs) for each pasture shall be determined by using the following formula: <br /> ([RDM remaining - 900 RDM]*acres/1,000 lbs per AUM)+current AUMs <br /> Pasture A is 42 acres, Pasture B is 33 acres, Pasture C is. 19 acres, Pasture D is 19 <br /> acres, and Pasture E is 36 acres. Mitigation Sites A-C total about 70 acres, and Mitigation <br /> Site D is about 22 acres. <br /> 52 <br />
