AIM <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL. BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 89-199 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Board) finds that: <br /> 1. San Joaquin County (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated July 1989; a Report of Disposal Site Information, <br /> dated June 1989; an Environmental Impact Report, dated March 1989; <br /> a Slope Stability Evaluation Report, dated December 1988; a <br /> Preliminary Siting Report, dated March 1988; and a Geologic And <br /> Hydrogeologic Report, dated September 1987, and revised January 1988. <br /> 2. The Report of Waste Discharge requests Waste Discharge Requirements <br /> (WDRs) for construction of a Class III landfill at the disposal <br /> facility. <br /> 3. The 320-acre facility, comprised of Assessor's Parcel Numbers 065- <br /> 120-02, 03, is owned and operated by San Joaquin County. Waste <br /> disposal activities are currently proposed for 212 acres of the <br /> facility. The facility is 9 miles east of Lodi , and 12 miles <br /> northeast of Stockton, in Section 21, T3N, R8E, MDB&M, as shown in <br /> Attachment "A" , which is incorporated herein and made part of this <br /> Order. <br /> 4. The waste management facility will consist of 11 modules, each <br /> constructed on an as needed basis. The initial fill modules 1 and <br /> 2 are shown on Attachment "B" which is incorporated herein and made <br /> part of this Order. <br /> WASTES AND THEIR CLASSIFICATION <br /> 5. The Discharger proposes to discharge municipal solid waste for <br /> disposal in Class III Landfill . These wastes are classified as <br /> "nonhazardous solid waste" or "inert waste" using the criteria set <br /> forth in Title 23, California Code of Regulations (CCR) , Chapter 3, <br /> Subchapter 15 (hereafter Subchapter 15). The anticipated first year, <br /> 1991, discharge rate will be ap roximately 2�00ons per week wit <br /> a 1 di arae of ton a erve the <br /> franchised co ectors for the City of Lodi (Sanitary City Dis osal <br /> Company) and the County Refuse Service Area B (SAN-CO Disposal, as <br /> well as the general public and the commercial haulers serving the <br /> north part of San Joaquin County. <br />
