WASTE DISCHARGE REQUIREMENTS FOR -5- <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 27. The Board has notified the Discharger and interested agencies and <br /> persons of its intention to issue the WDRs for this facility. <br /> 28. In a public hearing, the Board heard and considered all comments <br /> pertaining to this facility and discharge. <br /> IT IS HEREBY ORDERED that, in order to meet the provisions of Division 7 <br /> of the California Water Code and the regulations adopted thereunder, San <br /> Joaquin County, North County Sanitary Landfill , shall comply with the <br /> following: <br /> A. Prohibitions: <br /> 1. The discharge of "hazardous waste" and "designated waste" at <br /> this facility is prohibited. For the purposes of this Order, the <br /> terms "hazardous waste" and "designated waste" are as defined in <br /> Subchapter 15. <br /> 2. The discharge to the landfill units of liquid or semi-solid waste <br /> (i .e. , waste containing less than 50 percent solids) , except <br /> dewatered sewage or water treatment sludge as provided in Section <br /> 2523(c) of Subchapter 15, is prohibited. <br /> 3. The discharge to the landfill of solid waste containing free <br /> liquid or moisture in excess of the waste's moisture holding <br /> capacity is prohibited. <br /> 4. The discharge of solid or liquid waste or leachate to surface <br /> waters, surface water drainage courses, or ground water is <br /> prohibited. <br /> 5. The discharge of waste to ponded water from any source is <br /> prohibited. <br /> 6. The discharge of waste within 100 feet of surface waters is <br /> prohibited. <br /> 7. The discharge of wastes which have the potential to reduce or <br /> impair the integrity of containment structures or which, if <br /> commingled with other wastes in the unit, could produce violent <br /> reaction, heat or pressure, fire or explosion, toxic by-products, <br /> or reaction products which in turn: <br /> a. require a higher level of containment than provided by the <br /> unit, <br />
