WASTE DISCHARGE REQUIREMENTS FOR -12- <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Program No. 89-199 throughout the post-closure maintenance <br /> period. <br /> 12. The post-closure maintenance period shall continue until the <br /> Board determines that remaining wastes in all WMUs will not <br /> threaten water quality. <br /> 13. The Discharger shall comply with the Standard Provisions and <br /> Reporting Requirements, dated 1 September 1985, which are hereby <br /> incorporated into this Order. <br /> 14. The owner of the waste management facility shall have the <br /> continuing responsibility to assure protection of usable waters <br /> from discharged wastes and from gases and leachate generated by <br /> discharged waste during the active life, closure, and post <br /> closure maintenance period of the WMUs and during subsequent <br /> use of the property for other purposes. <br /> 15. In the event of any change in ownership of this waste management <br /> facility, the Discharger shall notify the succeeding owner or <br /> operator in writing of the existence of this Order. A copy of <br /> that notification shall be sent to the Board. <br /> 16. The Discharger shall submit a Leachate Disposal Plan in <br /> accordance with the following time schedule: <br /> Task Compliance Date <br /> Leachate Disposal Plan 3 months prior to <br /> Submit to the Board a Leachate start-up <br /> Disposal Plan, for review and <br /> approval which includes, but <br /> is not limited to: <br /> 1. A copy of the agreement with <br /> a local waste water treatment <br /> plant to take the initial <br /> leachate. <br /> 2. A plan for the testing of leachate <br /> quality/quantity, and a tentative <br /> date for the submittal of a <br /> long range leachate disposal plan. <br /> 3. An analysis of leachate/liner <br /> chemical compatibility. <br />
