The County prefers to eliminate a direct line of sight from Harney <br /> Lane to the landfill operations. Therefore a road alignment was <br /> developed which allows for the utilization of earth berms to screen <br /> operations. <br /> Scale and Gatehouse <br /> The scale and gatehouse located just inside of Module 11 will be the landfill <br /> traffic control mechanism, and all vehicles using the landfill facility will be directed <br /> from there. Initial traffic analyses indicate two inbound and one outbound lane <br /> are required to avoid excessive queuing. Space will also be provided for a future <br /> lane expansion at the gatehouse to accommodate growth. Tractor/semi-trailer <br /> combinations from the Lodi and Loveless Transfer Stations and commercial <br /> vehicles will have registered tare weights and will therefore only have to be <br /> weighed on their way into the site. The public will be initially charged on a <br /> volume basis and a disposal fee will be collected at a drive-up pay-booth. <br /> Additional scales may be subsequently added to more closely monitor the public <br /> waste stream. On weekends, when public usage is at its peak, lane sharing and <br /> use of both the public pay-booth and gatehouse will accommodate the excess <br /> traffic. <br /> The gatehouse operator will be responsible for directing traffic to the appropriate <br /> destination. For example, concentrated loads of yard waste may be diverted to a <br /> designated area for material separation. Recyclable loads may be directed to a <br /> mixed waste recovery area. Other vehicles may be checked for hazardous <br /> materials or directed to a household hazardous waste disposal area. <br /> Office and Maintenance Facility <br /> The office and maintenance facility will be the business control center for landfill <br /> activities (Figure 2). These facilities will be situated within site distance of the <br /> gatehouse. <br /> The office facility will consist of the following elements: <br /> • One large office with two desks <br /> • A lunch room <br /> • A restroom for each sex with shower and locker facilities <br /> • A parts storage room <br /> These elements will occupy two levels and approximately 3,000 square feet. <br />
