Mr. Tom Horton Project 939-02.22 <br /> January 25, 1990 <br /> Page 9 <br /> Proposed NCSL Recycling Facilities: <br /> San Joaquin County must be positioned with tools necessary to meet the goals of <br /> the ISWMA and to provide an expandable integrated recycling facility. <br /> Preliminary planning of recycling facilities at the NCSL has included a general <br /> materials processing area and a composting area. <br /> Phase I - Initial Materials Processing <br /> The Phase I design for the proposed materials processing area is primarily <br /> focused on labor intensive sorting and flexibility. The following general criteria <br /> were incorporated into the design: <br /> 1. The tipping areas for public and commercial vehicles are physically <br /> separated to ensure the safety of the public. <br /> 2. Annual growth and seasonal and weekday fluctuations are known <br /> to exist and facilities have been designed to provide an adequate <br /> level of service during peak traffic volume periods. <br /> 3. To achieve the highest level of recycling possible, all loads must <br /> eventually be processed for materials recovery. <br /> 4. All loads may be contaminated and therefore must be processed <br /> for contaminant removal. <br /> The proposed facility consists of a straight tipping wall and a transfer trailer load- <br /> out bay at one end of a 180 feet by 150 feet sorting building (Figure 1). Laborers <br /> within the sorting building will hand pick recyclable materials and place them in <br /> storage containers by material classification. A front end loader will assist the <br /> operation by spreading the refuse in a thin layer for sorting and loading reject <br /> material into the transfer trailer. The hand-picking process may be enhanced by <br /> adding a portable conveyor/picking line. This unit would be placed within the <br /> sorting building so that reject material would fall from the end of the conveyor into <br /> the transfer trailer. <br /> Preliminary traffic analyses, for the year 2005, indicate that capacity should be <br /> available for 94 public vehicles to tip during the peak hour. With a facility design <br /> life of 15 years, a tipping area with sufficient space for 14 vehicles should <br /> accommodate the peak traffic with less than an 8 minute waiting period. <br /> Phase 11 - Materials Processing Expansion <br /> Processing could be further enhanced by the construction of an attached <br /> materials-processing building immediately adjacent to the sorting building.
