Olive ra: <br /> This letter is to inform you that the California Integrated Waste <br /> Management Board (Board) has received the final closure/postclosure <br /> maintenance plan for the North County Sanitary Landfill . The <br /> official date of receipt is July 12, 1990. This date begins the <br /> thirty ( 30) day time clock for a completeness determination by all <br /> approving agencies pursuant to Title 14, California Code of <br /> Regulations (CCR) , Section 18268(b) . If a written determination <br /> of completeness is not transmitted to the applicant within 30 days <br /> of submittal of the application, then the application will be <br /> deemed complete. Please send a copy of your completeness <br /> determination to the other approving agencies. <br /> If you determine the submittal to be complete, you should proceed <br /> to review the plans. The following list highlights specific duties <br /> of the local enforcement agency relative to closure and postclosure <br /> maintenance review: <br /> ► Independently review closure and postclosure maintenance plans <br /> ensuring that the plans comply with the regulations contained <br /> in Title 14, California Code of Regulations (CCR) , Chapter 3, <br /> Article 7 .8 and Chapter 5, Articles 3.4 and 3 . 5; comply with <br /> any additional applicable conditions in the Solid Waste- <br /> Facilities Permit; and conform with any local conditions, <br /> ordinances, and local planning and zoning requirements. <br /> ► Transmit comments to the Board on closure and postclosure <br /> Maintenance plans, based on LEA review, within 60 days from <br /> the receipt of complete plans. <br /> ► Approval or denial of the closure/postclosure maintenance <br /> plans, including cost estimates and financial assurance <br /> mechanisms within 120 days from the receipt of complete plans. <br /> Board staff will review the comments received to determine if any <br /> conflict exists among the approving agencies and will coordinate <br /> the resolution of those conflicts prior to forwarding a letter to <br /> the operator in accordance with 14 CCR 18271(a) . <br />
