A report shall be made to the County annually describing the pasture conditions, <br />stocking rates, damage (if any) to the vegetation, and recommended stocking rates for the <br />next grazing period. The report shall include representative photographs of each pasture <br />and a summary of the plot measurements. The grazing monitoring program should be <br />evaluated at least every 5 years and modified as warranted. <br />Monitoring of grazing within the landfill footprint shall be conducted throughout the <br />life of the landfill and until grazing ceases in the mitigation area. <br />Vegetation Monitoring <br />Each vegetation type shall be monitored by systematic sampling techniques, as <br />described below, to determine the success or failure of the intended mitigation. <br />Recommendations on remedial action shall be made by the biological monitor to correct <br />failure(s) that may occur beyond the acceptable limits defined above. <br />Vernal Pools. Vegetation monitoring shall take place in the following vernal pools: <br />o all created berm -type vernal pools (Pools 1-12, 14-25), <br />o all created excavation -type vernal pools (Pools 13, 26-46), <br />o selected protected vernal pools (Pools A, B, E, G-1), and <br />o selected vernal pools to be filled at a later date (Pools J, N, P, R, U, X, Y, <br />BB, CC). <br />The locations of the created and protected vernal pools are shown in Figure 6; the locations <br />of the pools to be filled are shown in Figure 2. This list of monitoring sites is subject to <br />change so that specific, unforeseen monitoring needs and opportunities may be incorporated <br />into the monitoring design. <br />Data on species composition and cover shall be collected in those sites identified <br />above once each spring during the flowering period of the dominant vernal pool vegetation; <br />however, a second floristic survey of the vernal pools may be required to document late - <br />season ephemeral species that germinate only as the pool dries down. Species composition <br />and percentage of total cover by each species shall be recorded in five randomly located 0.1 - <br />square -meter (i.e. 32 cm square) sample plots at or near the bottom of each pool and in five <br />randomly located 0.1 -square -meter sample plots at the margin of each pool. Ten samples <br />will be taken from 46 created vernal pools, 10 will be taken from six protected pools, and <br />10 will be taken from nine pools to be filled at a later date (unprotected pools), for a grand <br />total of 610 0.1 -square -meter plots each year. <br />53 <br />
