Mr. Padilla
Page 2
need to be revised to include these activities.
The 11*11 paragraph in your draft SWFP should probably be
included in the Findings Section D.
The "Preliminary Entrance and Recycling Facility Design. . . 11
should be incorporated into the RDSI. Also discuss how the
hazardous wastes are handled if found. The permit should
describe the procedures and facilities utilized for
identification, handling, storage and removal of hazardous
wastes, and provide a generator ID number when necessary.
The hazardous waste storage area must conform to Title 22
regulations. Materials such as batteries are considered as
hazardous waste and require an EPA generator ID# for their
storage and removal.
H. Regarding the activities in place to screen hazardous
materials from the wastes received at the facility, who will
be contacted if an incident should occur, is there an
emergency phone number available? What type of safety
training will be required for the employees handling
hazardous waste? Mention the type of required safety
equipment, including clothing, eye protection, respirator,
etc. , which the employee will be required to wear. Also,
mention specific on-site equipment such as an eye wash, that
will be available. It is suggested that a review be made of
the load checking guidance document which was forwarded to
your office by CIWMB's Household Hazardous Waste section.
I. When will the geosynthetic liner be used? Add c. : "These
and any other changes which are considered to be significant
may be subject to CEQA review. "
J. Add a statement similar to: "Operations prior to daylight
or after darkness require adequate lighting approved by the
LEA" if they are planning to operate before sunrise or after
dark. Also, include information on total waste capacity.
Some of the above information is contained in the 1989 RDSI, but
should also be in the actual permit.
2. Documents section:
Change to read: "The following documents describe and condition
the design and operation of the proposed facility".
Is there a contractual agreement between facility owner/operator
and anyone involved in the operation? Is there a lease agreement
to consider? Will any other documents condition the permit?
E. Shouldn't this read: "San Joaquin County Air Pollution
District Permit, dated . 11
