6 <br />NORTH COUNTY LANDFILL PROJECT DESCRIPTION <br />Location <br />The proposed North County Sanitary Landfill site is located <br />approximately 9 miles east of Lodi and 12 miles northeast of Stockton, in San <br />Joaquin County, California (Figure 1) . It is found in Section 21, T3N, <br />RBE, on the Linden, California U. S. Geological Survey topographic <br />quadrangle (7.5 minute series; Figure 2) . Access to this rural agricultural <br />area is via Harney Lane and State Highway 99. <br />Project Objective <br />The North County Sanitary Landfill is being proposed as a replacement <br />for the County's existing Harney Lane Landfill, which is located about 1.5 <br />miles west of the proposed landfill site. The Harney Lane Landfill is owned <br />and operated by San Joaquin County, and is expected to reach capacity by <br />1990. A replacement site, therefore, must be developed within the next 2 <br />years. <br />Project Characteristics <br />Existing Site Condition <br />The proposed landfill site includes 320 acres of gently rolling terrain <br />in the transition zone between the San Joaquin Valley and the Sierra Nevada <br />foothills. The land, used primarily for livestock grazing, is owned by San <br />Joaquin County. Two occupied residences, two barns and a number of <br />corrals are located in the northeast corner of the site, and a high-voltage <br />transmission line also crosses the northeast corner of the property. <br />Site Development Plan <br />The County proposes to convert the 320 -acre site into a Class III <br />sanitary landfill. The landfill would provide a waste disposal capacity of <br />approximately 17.3 million cubic yards and have a service life of 36 years <br />assuming that the Harney Lane Landfill waste stream would be transferred to <br />the new site and increase by 3 percent annually. In the future, a portion <br />of the site may be considered for use as a Class II site for designated <br />wastes such as domestic sewage sludge, septage wastes, and grease trap <br />wastes. <br />A permanent berm, set back 100 feet from the property line, will be <br />developed in stages around the perimeter of the landfill site.
