fill slope will be maintained at 3:1 or flatter. Temporary berms will be <br />constructed to intercept and deflect runoff at the active working face. <br />Offsite effects from onsite operations will be controlled by active dust, <br />litter, odor, and fire suppression programs. These programs will be carried <br />out by regular landfill employees. <br />Project Alternatives <br />In addition to the proposed project, one alternative will be analyzed in <br />the Draft EIR. The No -Project Alternative will be reviewed, as required by <br />CEQA. This option assumes that the North County Landfill replacement will <br />not be developed and that the Harney Lane Landfill waste stream will be <br />diverted to other existing solid waste facilities in the area. The existing <br />Foothill Sanitary Landfill, located approximately 11 miles southeast of the <br />proposed North County Landfill, would be the likely recipient of the <br />diverted waste stream. <br />Alternative locations for a new landfill site were analyzed in an earlier <br />study for San Joaquin County; this analysis will not be repeated but will be <br />summarized in the Draft EIR. Alternative solid waste disposal methods, <br />including incineration, recycling, waste reduction and composting were an- <br />alyzed in the San Joaquin County Solid Waste Management Plan. This <br />analysis also will be referenced rather than repeated in the Draft EIR. <br />ENVIRONMENTAL ISSUES <br />The North County Landfill Draft EIR analysis will focus on the <br />following list of issues. These issues have been identified by County staff, <br />the County's engineering consultant (EMCON Associates) and the County's <br />environmental consultant (Jones S Stokes Associates) . <br />Geology and Soils <br />o general nature and permeability of native soil and subsoil material <br />separating local groundwater from the base of the proposed landfill, <br />o availability and suitability of the onsite materials for use as interim <br />and final cover of the landfill, <br />o agricultural value of soils lost to the landfilling operation, <br />o potential for seismic damage to the landfill, and <br />o potential for soil erosion or development of unstable slopes at the <br />landfill site. <br />LI <br />
