Prior to action on the Use Permit, General Plan map and text <br />amendments are necessary. The map amendment will designate the <br />landfill site on the Land Use/Circulation Element map; while <br />the text amendment will add the site to the list of solid <br />waste disposal sites identified in the Basis for Policy text. <br />Procesing these amendments will be the responsibility of the <br />Planning Division. <br />2. Jones and Stokes Associates, as a subcontractor to"FMCON <br />Associates, is preparing an FIR on the project. The draft FIR <br />is expected to be completed by October 1, 1988. <br />3. Planning issues to be addressed in the FIR include General <br />Plan consistency, land use compatibility, and loss of <br />agricultural land. <br />Recommendations: <br />1. All environmental comments received from this referral should <br />be forwarded to Jones and Stokes for inclusion in the FIR. <br />2. The Planning Commission should conduct a public hearing on the <br />draft FIR toward the end of the public review perod. <br />3. Once the final FIR is prepared, the Use Permit and General <br />Plan applications should be scheduled for Planning Commission <br />action. <br />i i � <br />
