GP -89-8 OF THE <br />COUNTY OF SAN JOAQUIN (C/O DEPARTMENT OF PUBLIC WORKS) <br />FOR THE NORTH COUNTY SANITARY LANDFILL (DISTRICT 4) <br />IT IS RECOMMENDED: <br />That the Board of Supervisors: <br />1. Certify the Final Environmental Impact Report with the <br />findings specified in Attachment "A," and instruct the <br />Clerk to file a Notice of Determination. <br />2. Adopt a motion of intent to approve General Plan Map and <br />Text Amendment No. GP -89-8 based on the Basis for General <br />Plan Amendment given in the staff report. <br />REASON FOR RECOMMENDATION: <br />The North County Sanitary Landfill (NCSL) is proposed as a re- <br />placement site for the existing Harney Lane Sanitary Landfill <br />which is scheduled to close in mid-1990. This proposed General <br />Plan Amendment would add the proposed site to the Land Use/ <br />Circulation Element Map, and would amend the text in the Land <br />Use/Circulation Element Basis for Policy to recognize the NCSL <br />site. <br />The Planning Commission heard this matter on June 1, 1989, and <br />after considering all written and oral testimony, recommended <br />approval of the General Plan Amendment on a 7-0 vote. In addi- <br />tion, the Commission approved Use Permit Application No. UP -89-2 <br />to operate the landfill, contingent upon the Board's approval of <br />the General Plan Amendment. At the Planning Commission hearing, <br />four persons spoke in opposition to the proposed project. <br />An Environmental Impact Report (EIR) was prepared on the project <br />and was found to be adequate by the Planning Commission at a <br />public hearing held on April 6, 1989. The EIR addressed the <br />environmental concerns associated with the project including loss <br />of agricultural land, groundwater contamination, off-site <br />drainage, and project alternatives.
