PLANNING COMMISSION MINUTES <br />JUNE 1, 1989 <br />7. GENERAL PLAN MAP AND TEXT AMENDMENT APPLICATION NO. GP -89-8 AND <br />USE PERMIT APPLICATION NO. UP -89-2 OF THE COUNTY OF SAN JOAQUIN (C/O <br />DEPARTMENT OF PUBLIC WORKS) for a General Plan Map and Text Amendment <br />to recognize a proposed 320 -acre Class III Sanitary Landfill, and a <br />Use Permit to operate the site as a Class III Sanitary Landfill. <br />Located on the south side of Harney Lane, southwest of the intersec- <br />tion of Harney Lane and Atkins Road, east of Lodi (Supervisorial <br />District 4). <br />Senior Planner Bruce Baracco introduced a staff report in regard to <br />the General Plan portion of the project. He noted that the Public <br />Works Department will address the operational aspects related to the <br />Use Permit application. <br />Gene Delucchi, Chief Deputy Director, Department of Public Works, <br />introduced this portion of the hearing. He made the following com- <br />ments: <br />® One of the Board of Supervisor's major concern is water: The <br />groundwater supply, surface water supply and that the greatest <br />asset in the County is our groundwater basin. The Department and <br />the Board are very concerned with protection of the groundwater. <br />In the EIR and in the public hearings, groundwater and surface <br />water were mentioned quite often. Public Works commented to the <br />Solid Waste staff, which is a division of Public Works, that the <br />project preliminary design, which was approved by the State - <br />meeting all State standards - did not include all of the facili- <br />ties which we felt were necessary to fully protect the groundwater <br />and we have insisted that the Solid Waste staff and the consultant <br />incorporate in the project additional design features to more <br />fully protect the groundwater and surface water. We insist on <br />conditions that will lead to that. There are a number of con- <br />ditions which are attached and we support those and encourage con- <br />ditions to protect all aspects, but primarily, the water. The <br />Solid Waste Division of Public Works has the responsibility for <br />the development of this and we are insisting that they meet the <br />requirements and go beyond the minimum standards in the design and <br />operation of the site. Tom Horton, the Solid Waste Manager, will <br />present the project and answer any specific questions on the pro- <br />ject design. <br />Tom Horton, Solid Waste Manager for San Joaquin County, made the <br />following comments: <br />C The existing Harney Lane Landfill is owned and operated by San <br />Joaquin County.
