possible buried CS (Tear Gas) canisters. This work shall include: <br />2.1 REVISED WORK PLAN: The contractor shall prepare an addendum to the existing Work <br />Plan for this project. The addendum shall describe the additional work to be accomplished as <br />part of this SSOVV. <br />2.2 PRE-CHARACTERIZATION: Prior to excavating the contaminated soil, the contactor <br />shall pre-characterize the sites. This shall consist of collection and analysis of the soils <br />samples necessary to prepare profile documents for submission to disposal site. The <br />samples shall be analyzed for TPH (EPA 8015), VOCs (EPA 8260b), SVOCs (EPA 8270) and <br />CAM 17 Metals. <br />2.3 EXCAVATION: The contactor shall excavate an estimated 500 tons of buried waste <br />and/or contaminated soil and load the material directly on to trucks for transport to the <br />disposal site. Additional soil sampling and analysis shall be completed by the contractor as <br />required by disposal site. Prior to the starting work at the site, the contractor shall obtain all <br />necessary permits and clearances. For estimating purposes, the contractor shall assume the <br />removed material will not be classified as hazardous. Any materials that are found to be <br />hazardous shall be stockpiled at the site and protected. The contractor shall take all <br />necessary precautions for excavating near potentially buried CS canisters. Upon completion <br />of the excavated materials, the contractor shall collect and analyze 10 confirmation samples <br />from the excavation. These samples shall be analyzed for TPH (EPA 8015), VOCs (EPA <br />8260b), SVOCs (EPA 8270) and CAM 17 Metals. The contractor shall provide temporary <br />fencing around excavation. Upon the receipt of laboratory results for the conformation <br />sampling that indicates the removal activities are complete, the contractor shall backfill the <br />excavation with clean soil. The new soil shall be compacted to 95% maximum dry density. <br />2.4 ACTIVITIES REPORT: Following the completion of all fieldwork, the contactor shall <br />prepare a report detailing the work completed and findings. <br />3. AUTHORITIES/TECHNICAL DIRECTION: The contractor shall take no direction from any <br />government employee or any person other than the Contracting Officer that changes the <br />terms and conditions of this contract action, the scope, or any change that impacts the price <br />or schedule. Changes authorized by the Contracting Officer will be in the form of a written, <br />official, signed modification to the contract action received by the contractor before the <br />3
