(Partner) is pleased to submit this work plan to perform environmental <br />investigation activities at the above-referenced property. <br />Project History <br />Partner completed a Phase I Environmental Site Assessment Report (Phase I), dated January 11, 2018, <br />prepared on behalf of Bank of Hope. Based on the information reviewed and the site reconnaissance, the <br />subject property consists of six parcels of land comprising approximately 1.99 acres located on the south <br />side of East Charter Way/East Dr. Martin Luther King Jr. Boulevard, east of the terminus of East First Street, <br />within a mixed residential, commercial, and industrial area of San Joaquin County, California. The northern <br />portion of the subject property is currently developed with two single-story commercial/industrial buildings, <br />which were constructed circa 1952 and 1980. The subject property has been abandoned since approximately <br />2015 but was most recently occupied by Tr-Valley Auto Dismantler and Tr-Valley Auto Repair, an auto <br />dismantling and repair facility. The southern portion of the subject property was formerly utilized as <br />wrecked automobile storage. In addition to the current structures, the subject property is also improved <br />with outdoor storage rack areas and a partially paved exterior storage yard. <br />The following recognized environmental conditions (RECs) were identified during the Phase I: <br />Although previous subsurface sampling was conducted in exterior portions of the subject property <br />in the vicinity of the buildings and former USTs, the 2015 investigation did not include sampling <br />inside the buildings or former wrecked automobile storage area where the majority of auto repair <br />and dismantling operations were performed. Therefore, based on the long-term use and nature of <br />operations, the former auto repair and dismantling operations at the subject property represent a <br />recognized environmental condition (REC). <br />Based on available information obtained during a previous subsurface investigation conducted at the <br />subject property (ENCON Solutions, Inc., 2015), groundwater beneath the subject property is anticipated to <br />be first encountered at a depth of approximately 30 to 40 feet below ground surface (bgs) with inferred <br />flow direction to the west-northwest.
