American Street, Stockton, CA, Global ID No. T0607700303 <br />Dear Mr. O'Brien: <br />GHD Inc. (GHD) has prepared this workplan for shallow soil assessment to support an evaluation of direct <br />contact risk on behalf of the State of California Department of General Services, Real Estate Services <br />Division's (DGS-RESD) Emergency, Abandoned, or Recalcitrant (EAR) Account under Contract Number <br />3152182, Amendment 16. This work is being proposed to assess hydrocarbon concentrations in soil to <br />complete the evaluation of the State Water Resources Control Board's Low Threat Underground Storage <br />Tank Case Closure Policy (LTCP) at the Site as requested in a July 25, 2017, letter from the Central <br />Valley Regional Water Quality Control Board (CVRWQCB) and presented in Appendix A. <br />This Workplan briefly summarizes the proposed scope of work to properly install, sample, abandon, <br />evaluate, and report on the results of seven (7) proposed shallow soil borings. The proposed scope of <br />work is presented below. <br />Task 1 — Install, Sample, and Abandon Six (6) On-site and One (1) Offsite Soil Borings <br />Pre-Field Activities <br />Prior to initiating the shallow soil boring and sampling activities, off-site access on the adjacent City of <br />Stockton right-of-way is required. Each proposed boring location will be marked with white paint and <br />Underground Services Alert (USA) will be notified at least 48 hours before the field event, in order to clear <br />subsurface utilities. On and off-site access arrangements and scheduling will be coordinated with the <br />property representative prior to the drilling event. <br />A Drilling Permit will have to be obtained from the San Joaquin County Environmental Health Department <br />(SJCEHD). After scheduling the soil boring field event, the SJCEHD will need notification for potential <br />grout inspections during boring abandonment. Additionally, the CVRWQCB and SJCEHD will be notified <br />of the field activities at least five days in advance. <br />Shallow Soil Boring Installation and Abandonment <br />Seven (7) shallow soil borings will be either advanced using a hand auger and direct push drill methods. <br />The soil borings will be advanced to a total depth of 10-feet below the ground surface (bgs).
