CHOW ENGINEERING, INC. Rev. 6, 8-8-14 1.0 Introduction The General Dynamics OTS, former Tracy Test Facility is located at 32727 Corral Hollow Road, Tracy, California. The tank system labeled as SWMU #21 was historically a large aboveground mineral oil storage tank. This system was closed and monitoring wells and soil borings were drilled in an area outside the tank around the south and east side to delineate and monitor the extent of residual petroleum hydrocarbon concentrations in the soil and groundwater in the vicinity of the tank. There are currently 10 groundwater monitoring wells at the site Statement of Company Policy This Site Specific Health & Safety Plan (HSP) is prepared under the guidelines of the Federal Standard 29 CFR 1910.120 and the State standard Title 8 CCR 5192. In meeting the Federal and State guidelines, Chow Engineering, Inc. (CE) is dedicated to the protection of the Safety and Health of its employees and all onsite personnel from on-the-job injuries. All employees, onsite personnel and subcontractors have the responsibility to work safely on the job. The purpose of this plan is to ensure that CE and subcontractor personnel on the site recognize all hazards and their associated precautionary measures required to ensure Safety and Health conditions at the site. Standard Operating Procedures This document is supported by and references the following CHOW ENGINEERING, INC. (CE) Standards of Practice (SOP) specific to the work to be performed as described in the Work Summary provided below. CE SOP #002 Safe Work Practices CE SOP #003 Tailgate Safety Meeting Forms This summary document is not intended to be utilized separately from the above SOP's that provide specific guidance and procedures relative to each topic and consideration presented. All personnel engaged in the physical operations aspects of the project who may be at risk for exposure to hazardous and/or regulated wastes or materials, in addition to all visitors, observers, and regulatory inspectors who require admission into controlled areas on the project site, will be trained and certified under the provisions of 29 CFR 1910.120, CCR Title 8, as well as all other applicable state and/or local requirements. Evidence of currency in training status will be required prior to admission into all controlled work areas. 2.0 Scope of Work The Scope of Work includes installation of one monitoring well.
