CHOW ENGINEERING, INC. <br />Rev. 6, 8-8-14 <br /> <br />1.0 Introduction <br />The General Dynamics OTS, former Tracy Test Facility is located at 32727 Corral <br />Hollow Road, Tracy, California. The tank system labeled as SWMU #21 was <br />historically a large aboveground mineral oil storage tank. This system was closed and <br />monitoring wells and soil borings were drilled in an area outside the tank around the <br />south and east side to delineate and monitor the extent of residual petroleum <br />hydrocarbon concentrations in the soil and groundwater in the vicinity of the tank. <br />There are currently 10 groundwater monitoring wells at the site <br />Statement of Company Policy <br />This Site Specific Health & Safety Plan (HSP) is prepared under the guidelines of the <br />Federal Standard 29 CFR 1910.120 and the State standard Title 8 CCR 5192. In <br />meeting the Federal and State guidelines, Chow Engineering, Inc. (CE) is dedicated to <br />the protection of the Safety and Health of its employees and all onsite personnel from <br />on-the-job injuries. All employees, onsite personnel and subcontractors have the <br />responsibility to work safely on the job. The purpose of this plan is to ensure that CE <br />and subcontractor personnel on the site recognize all hazards and their associated <br />precautionary measures required to ensure Safety and Health conditions at the site. <br />Standard Operating Procedures <br />This document is supported by and references the following CHOW ENGINEERING, <br />INC. (CE) Standards of Practice (SOP) specific to the work to be performed as <br />described in the Work Summary provided below. <br />CE SOP #002 <br /> Safe Work Practices <br />CE SOP #003 Tailgate Safety Meeting Forms <br />This summary document is not intended to be utilized separately from the above SOP's <br />that provide specific guidance and procedures relative to each topic and consideration <br />presented. <br />All personnel engaged in the physical operations aspects of the project who may be at <br />risk for exposure to hazardous and/or regulated wastes or materials, in addition to all <br />visitors, observers, and regulatory inspectors who require admission into controlled <br />areas on the project site, will be trained and certified under the provisions of 29 CFR <br />1910.120, CCR Title 8, as well as all other applicable state and/or local requirements. <br />Evidence of currency in training status will be required prior to admission into all <br />controlled work areas. <br /> <br />2.0 Scope of Work <br />The Scope of Work includes installation of one monitoring well. This Health and Safety <br />Plan (HSP) may be revised to provide specific procedures and guidance based upon <br />1
