EL DORADO STREET, STOCKTON, SAN
JOAQUIN COUNTY, CASE# 391184
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the Monitoring Well Installation Report (Report) dated 31 January 2018, submitted on
your behalf by Advanced GeoEnvironmental Inc. (AGE) for the McBillin Real Estate Investment
property at 2154 S. El Dorado Street in Stockton (Site). Well construction and sampling
information is summarized in the table below.
Well Total
Depth
(ft bgs)
Screened
Interval
(ft bgs)
TPHg
(ug/L)
TPHg
(ug/L)
B
(ug/L)
T
(ug/L)
E
(ug/L)
X
(ug/L)
MTBE
(ug/L)
TBA
(ug/L)
MW-12 125 110-125 9,130 <500 2,370 <100 <100 <300 <300 <5000
MW-13 40 20-40 <50 <500 <1 <1 <1 <3 <3 <50
TPHg=tota petroleum hydrocarbons as gasoline; TPHd=TPH as diesel; BTEX=benzene, toluene, ethylbenzene, xylenes;
MTBE=methyl tert butyl ether; TBA=tert butyl alcohol; ft bgs=feet below ground surface; ug/L=micrograms per liter.
In the Report, AGE concludes that shallow hydrocarbon impact to groundwater is defined and
that additional efforts are needed to define the deeper component of groundwater impact east of
the Site. Central Valley Water Board staff concurs with AGE's conclusion.
In the Site Assessment Monitoring Well Installation Work Plan Addendum — October 2016 dated
25 October 2016, AGE proposed the installation of off-site wells MW-11 through MW-13, and
off-site borings B-14 through B-17. In a 7 November 2016 letter (attached) Central Valley Water
Board staff concurred with these proposals and also requested that AGE advance two additional
borings (B-18 and B-19). Central Valley Water Board staff, State Water Resources Control
Board staff, and Mr. Tim Cuellar of AGE in July 2017, agreed in email correspondences that the
proposed and requested off-site borings would be postponed until after AGE installed wells MW-
11, MW-12, and MW-13, and advanced only if necessitated by the groundwater results from
these wells. Proposed well MW-11 was not installed along with MW-12 and MW-13 due to City
encroachment permit restrictions and the presence of overhead and underground utilities. Due
to the elevated hydrocarbon concentrations in deep well MW-12, Central Valley Water Board
staff requests that you install/advance well MW-11 and borings B-14 through B-19, and has the
following comments:
1. Due to permitting and utility complications in the previously proposed location, Central
Valley Water Board staff request that you install well MW-11 near existing shallow well
KARL E.
