EFI Global <br />TECHNICAL MEMORANDUM Engineering, Fire & <br />Environmental Services <br />To: San Joaquin County Environmental Health Department <br />1868 East Hazleton Avenue <br />Stockton, CA 95205 <br />Date: September 11, 2018 <br />Subject: Phase II Environmental Site Assessment Work Plan <br />705 Carlton Avenue, Stockton, California 95203 <br />EFI Global Project Number: 9836003958 <br />EFI Global has prepared this Techni cal Mem orandum to perform a Phase II Environ mental Site <br />Assessment (ESA) at the commercial property located at 705 Carlton Avenue in Stockton, California (the <br />Site; Figures 1 and 2). Based on the information obtained during the Phase I ESA by EFI Global (Project <br />Number 983 6003829), the long term industrial manufacturing use of the sub ject property, from 1971 <br />through the present, is considered a REC for the subject property. In addition the former railroad track at <br />the subject property from at 1 east 1 937 thr ough 1975 represents a RE C for the subject property. <br />Accordingly, EFI Global proposes the following scope of work designed to evaluate whether past/current <br />site operations have significantly impacted the subsurface of the property <br />SITE LOCATION AND DESCRIPTION <br />The Site is 1 ocated at the southwest c orner of the intersection of Carlton Avenue and Park Street in <br />Stockton, California (Figure 1). The Site is approximately 4.45 acres and is developed with a single-story <br />office/warhouse structure, which is approxim ately 62,000 square feet in size. The structure is currently <br />unoccupied and was most recently occupied as recently as two months ago by Asco Power Technolotgies <br />/ Vertiv-Emerson Corporation, an electrical equipment manufacturer. A two-stage clarifier is located on <br />the south exterior portion of the on-site structure. The approximate capacity of the clarifier and date of <br />installation are currently unknown. Flo or drains located within the on-site stru cture drain directly to the <br />clarifier. <br />The remaining portions of the Site consist of concrete paved drive ways, parking, and loading areas with <br />unpaved areas along the w estern exterior. The surrounding area is used for light industrial, commercial, <br />and residential purposes. <br />FIELD PREPARATION <br />This section presents fieldwork preparation activities to be completed prior to on-site sampling activities. <br />PERMITTING AND AGENCY NOTIFICATION <br />Prior to conducting field activities, EFI Global personnel will mark the work area clearly with white paint. <br />Underground Service Alert (USA) will be notified of the pending field work a minimum of two full <br />working days before mobilization.
