Health and Safety Plan
705 Carlton Avenue, Stockton, CA
EFI Global Project No. 9836003958
conducted within close proxim ity of a fuel tank, the pot ential for ignition of corn bustible gases will be an
assumed present hazard for the duration of work until such a time that the tanks have been certified inert.
8.2 CHEMICAL HAZARDS AND HAZARDOUS MATERIALS ANTICIPATED
Based on historical site u ses, hazardous materials that may be encountered during this scope of work are
petroleum h ydrocarbons and volatile organic corn pounds (VOCs), metals, pestic ides, herbicides, and
polychlorinated biphenyl s (PCBs). Workers may encounter hazardous chem icals during dri lling,
soil/groundwater/soil vapor sam pling, well install ation, and ha ndling of soil cuttings. Therefore, for the
proposed scope of work , the potential exposure routes are dermal contact with p otentially impacted soil,
soil vapor, and groundwater; inhalation; and ingestion.
To reduce the potential for contact with hazardous materials, personal protective equipment will be used as
detailed in Section 10: Personal Protective Equipm ent. At a minimum, Level D PP E, as de scribed
in Section 10.4: Level D, will be worn by all on-sit e workers during the proposed work. In addition, ai r
monitoring will be performed as described in S ection 12.0: Breathing Zone Monitori ng, and cont rol
measures will be taken as necessary to address potentia I risks associated with the inhalation of hazardous
materials.
8.3 BIOLOGICAL HAZARDS
Several biological hazards may exist on the project site and will be identified prior to conducting work for
each day during the site health and safety tailgate meeting.
8.3.1 BLACK WIDOW SPIDERS
Black widow spiders can be found in many dry dark covered areas in the Western United States including
monitoring well cases and lids. A black widow spider b ite feels like a pin prick followed b y dull, numbing
pain affecting the extre mities and large skeletal muscles. No eff ective first-aid treatment for black widow
spider bites exists and victims should immediately be taken to the care of a physician.
8.3.2 SNAKES
Western diam ondback rattlesnakes ex ist as the predom inant venom ous snake in this are a. Venom from
rattlesnake bites generally affects the cardiovascular system and is considered life threatening. Although not
anticipated due to t he hi ghly urbaniz ed setting of the subject propert y, a ny persons bitten will s eek
immediate medical attention, using the route to the nearest hospital shown in the front of this HASP.
8.4 ELECTRICAL HAZARDS
Some eq uipment operating on the property req uires electricity to function. When working on or around
electrical equipment the potential for e lectrical shoc k, fires, and bums can be minimized if proper work
practices are maintained. As a precaution, all electri cal circuits will be treated as live until their condition
has been verified. Treat even low voltages as dangerous . Inspect all electri cal equipment and tools before
each use. Inspect insulation, fixtures, switches, plugs, fuses, etc. Remove from service any faulty equipment
and notify the source of the equipment. Do not work with electrical equipment with wet hands or standing in
wet areas. Only a qualified electrician shall wire or install electrical systems.
Use lockout/tagout procedures whenev er working on electrical equipment. When em ployees perform a
service that requires a lockout or tagout, the y sha 11 coordinat e all activities with the operator oft he
equipment or facility. The following actions should be performed to execute a lockout or tagout:
Notify the appropriate site personnel;
Shut down the equipment;
EFI Global
Engineenns.File&
EnviranmentalServires Page 4 of 19
