Buehler, P.G. <br />Central Valley Regional Water Quality Control Board (RWQCB) <br />11020 Sun Center Drive, Suite 200 <br />Rancho Cordova, California 95670 6114 <br />Re: Site Assessment Work Plan <br />Former Chevron Service Station 94054 <br />2103 Country Club Boulevard <br />Stockton, California <br />Dear Mr. Buehler: <br />GHD is submitting this Site Assessment Work Plan for the Former Chevron Service Station 94054 located <br />at 2103 Country Club Boulevard in Stockton, California (Figure 1) on behalf of Chevron Environmental <br />Management Company (Chevron). Stantec's October 26, 2016 Work Plan for Groundwater Investigation <br />(Work Plan) proposed to install three offsite monitoring wells to further delineate hydrocarbon <br />concentrations in the identified "A" and "B" hydrogeologic zones. In a January 9, 2018 conference call <br />between representatives from the RWQCB (Alan Buehler), Chevron (David Patten), and Stantec (Jaff <br />Auchterlonie), it was agreed that one of the three proposed wells (MW-15 east of the site) was no longer <br />necessary due to decreasing hydrocarbon concentration in well MW-6. On June 11, 2018, <br />representatives from Chevron (David Patten), GHD (Morgan Hargrave), and the RWQCB (Alan Buehler) <br />met via teleconference to discuss the existence of monitoring wells relating to the active environmental <br />case located at 2151 Country Club Boulevard (known as the Boulevard Automotive site) located in the <br />immediate vicinity of the proposed offsite wells. In this meeting, it was agreed that monitoring wells <br />associated with the Boulevard Automotive site provide sufficient data to delineate hydrocarbon impact to <br />groundwater in Zone B, and therefore the proposed offsite monitoring wells are not necessary. However, <br />additional shallow soil assessment is necessary in the vicinity of the former used oil underground storage <br />tank (UST) to properly assess the nature of the release (Attachment A). The site background, proposed <br />scope of work, and anticipated schedule are presented below. <br />1.. Site Background <br />1.1 Site Description <br />The site is a former Chevron service station located north of the intersection of Franklin Avenue and <br />Country Club Boulevard as Franklin Boulevard jogs to the northeast in a mixed commercial and residential <br />area of Stockton, California (Figure 1). Former station facilities included a station building, pump islands, <br />two 4,000-gallon steel underground storage tanks (USTs), two 3,000-gallon steel USTs, one 2,000-gallon <br />steel UST, one 550-gallon used oil UST, and associated piping (Figure 2).
