5TRPATU5
ENVIRONMENTAL, INC. FILE COPY 3330 Cameron Park Drive, Suite 550
Cameron Park, California 95682
(530) 676-6004 — (530) 676-6005
February 28, 2018
Project No. 2154-1817-01
Ms. Vera Fischer, P.G.
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, Suite 200
Rancho Cordova, California 95670
Re: Work Plan for Additional Site Investigation
Former Barnes Trucking Facility
1817 South Fresno Avenue
Stockton, California
Dear Ms. Fischer:
Stratus Environmental, Inc. (Stratus) has prepared this Work Plan for Additional Site
Investigation (Work Plan) on behalf of Mr. Floyd Barnes, for the Former Barnes
Trucking facility located at 1817 South Fresno Avenue, Stockton, California (the Site,
see Figures 1 through 4). Petroleum hydrocarbon impact to the subsurface has previously
been documented at the subject property, and the California Regional Water Quality
Control Board (RWQCB) currently oversees an environmental case for the Site. The Site
is currently enrolled in the Expedited Claim Account Program (ECAP) of the
Underground Storage Tank Cleanup Fund (USTCF). During a recent Joint Execution
Team (JET) meeting, the RWQCB and the USTCF requested that the extent of petroleum
hydrocarbon impact to the subsurface be further investigated east-southeast
(downgradient) of the Site, and on February 13, 2018, the RWQCB issued a letter
formally requesting a work plan to complete this task. To accommodate this request,
Stratus is proposing to advance one cone penetrometer test (CPT) boring offsite to profile
subsurface conditions to approximately 90 feet below ground surface (bgs). After
profiling one of the borings (the centrally located boring), depth discrete groundwater
samples would then be collected at three locations in order to further assess the extent of
impact to groundwater. Details associated with the proposed subsurface investigation
work are provided in the following subsections of this Work Plan.
SITE DESCRIPTION
The Site is located south of the intersection of State Highway 4 (West Charter Way) at
1817 South Fresno Avenue, Stockton, California, on the west side of the intersection of
South Fresno Avenue and La Vita Drive. The property is located in a mixed residential
and commercial neighborhood in southwest Stockton, approximately 1.3 miles south of
KABames Trucking\Work Plans\bames trucking cpt work plan 2018.doc
