(Stantec), on behalf of the City of Stockton (the City), has prepared this <br />Data Gap Assessment Report for the former Chase Chevrolet Property historically located at 424 North <br />Van Buren Street (the Site, with current address of 310 West Fremont Street), in Stockton, California. The <br />scope of work detailed herein was completed as detailed in Stantec's Data Gap Assessment Work Plan <br />and Path to Closure Review dated January 2, 2018 (Work Plan) and approved by the Central Valley <br />Regional Water Quality Control Board (CVRWQCB) in correspondence dated January 4, 2018. <br />The Work Plan identified data gaps impeding Site closure under the California State Water Resource <br />Control Board's (SWRCB's) Low-Threat Underground Storage Tank Case Closure Policy (LTCP; SWRCB, <br />2012). The Work Plan outlined the following activities to address data gaps: (1) complete an updated <br />sensitive receptor survey (SRS); (2) evaluate concentrations of dissolved-phase petroleum hydrocarbons <br />in Site groundwater; (3) evaluate the direct-exposure pathway by evaluating concentrations of <br />petroleum hydrocarbons in shallow soils; and (4) assess potential vapor intrusion risk via collection of soil <br />vapor samples. This report presents soil, soil vapor, and groundwater chemical data obtained during the <br />investigation. <br />BACKGROUND <br />Site Description - The Site is located at the southeast corner of the intersection of W. Fremont Street and <br />North Van Buren Street (Figures 1 and 2). In 2004, the site and several adjacent properties were <br />purchased by the City and developed as part of the Stockton Arena and Banner Island Ballpark project. <br />A multistory parking garage with ground level retail units facing Fremont Street covers the majority of <br />Site. Historically, the Site was the location of a Chase Chevrolet auto dealership and repair center. The <br />Chase Chevrolet auto dealership spanned a two-block area that was bounded by North Van Buren <br />Street to the west, West Fremont Street to the north, North Madison Street to east, West Lindsay Street to <br />the south, and was divided by North Munroe Street. Following Site redevelopment, North Munroe and <br />West Lindsay Streets no longer extend into the property. <br />Fuel Release Identification - In 1986, a 1,000-gallon underground storage tank (UST) was removed from <br />the western portion of the former Chase Chevrolet property by Falcon Energy Associates, and the UST <br />Design with community in mind
