California Regional Water Quality Control Board
Central Valley Region M.
Steven T.Butler,Chair
Winston H.Hickox Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental Internet Address: http://www.swreb.ca.gov/—rwgcb5
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
J"'25 August 2000
Mr. Wes Johnson
County of San Joaquin
Department of Public Works
P.O. Box 1810
Stockton, CA 95201
REVIEW OFMONITORINGREPORT,NORTH COUNTYSANITARYLANDFILL, SAN
JOA QUINCOUNTY(CA SENO.3161)
Regional Board staff has reviewed the North County Sanitary Landfill, Second Quarter 2000,
Groundwater and Surface Water Monitoring Report, dated 15 July 2000.
The county conducted a retest for several VOCs in well G-1, the upgradient well. The Regional Board
received the results of the retest on 1 August 2000. The results did not confirm the presence of the
previously detected VOCs. MTBE was also reported in downgradient well G-3. The retest was not
conclusive for this well because the analytical reporting limit was higher than the previously detected
concentration of MTBE. Another retest for MTBE in well G-3 should be performed with care taken to
ensure that the analysis is run with U.S. EPA method 8260B and that the reporting limit is 0.5 µg/l.
Additionally, the Annual report for 1999 indicated the presence of hexavalent chromium in both
downgradient wells, G-3D and G-4. The staff letter of 25 May 2000 requested the county to conduct a
retest for hexavalent chromium. Your letter of 22 June 2000 indicated that the county did not conduct
the retest because the trace amounts detected at North County are the same as concentrations reported for
Harney Lane and Foothill Sanitary Landfills. According to Title 27, an evaluation of the hexavalent
chromium detections is required. Regional Board staff will address this issue in a separate letter.
I have attached a copy of the Monitoring Report Compliance Checklist that will be included in the case
file for North County Sanitary Landfill. Please note the comments included at the end of the checklist.
Your responses to the comments in this letter and in the checklist should be submitted to staff of the
Regional Board by 15 October 2000.
If you have any questions or comments regarding my review, please call me at (916) 255-3137.
WEND ARANO
Associate Engineering Geologist
cc.: Robert McClellon, REHS, Public Health Services, Environmental Health Division
California Environmental Protection Agency
ea Recycled Paper
