We appreciate your <br />timely response in this regard. Based on our review, we have several areas of concern that should be <br />addressed prior to final construction. <br />Appendix A, page 3, Slope Stability states, "Based on previous work [emphasis supplied], <br />stability of the refuse fill and partial soil cover at 3H:1 V or flatter slopes should be adequate for <br />both static and seismic forces that could occur, even during wet weather intervals." The <br />previous work was not included in Appendix A. <br />As you know, Title 27 CCR Section 20365 identifies the minimum requirements for <br />precipitation and drainage controls. Section 20370 addresses seismic design for Class III Units <br />as well as Section 21750(f)(5) stability analysis. <br />Please submit an addendum that addresses all the minimum requirements of Title 27 for seismic <br />design and slope stability for the partial cover application at Modules 1 and 2. Ensure that a <br />qualified engineer or engineering geologist signs and stamps the addendum. <br />2. Figure 1 shows stake locations for side slope and top deck cover thicknesses. There does not <br />appear to be thickness measurements along the lower slope outside the Limit of Cover <br />Placement. <br />We request that an investigation with lower slope thickness samples be performed as part of the <br />partial cover construction operation. Please submit an addendum to the Report stating that this <br />sampling will be done, the technique that will be used to measure the cover and how the data <br />will be reported in the field.
