California RIgional Water Board
Central Valley Region
ilt,n.

wgg
Alan C. Lloyd, Ph.D.
Secretary for
Environmental
Protection
15 April 2005
Arnold
Sacramento Main Office Schwarzenegger
11020 Sun Center Drive #200, Rancho Cordova, California 95670-6114 Governor
Phone (916) 464-3291 - FAX (916) 4644645
http://www.waterboards.ca.gov/centralvalley
z
b1
W. Michael Carroll, RE
County of San Joaquin
Department of Public Works
P.O. Box 1810
Stockton, CA 95201
JOINT TECHNICAL DOCUMENT, NORTH COUNTY RECYCLING CENTER AND SANITARY
LANDFILL, SANJOAQUINCOUNTY, FACILITYNO. 5B390308003
We have reviewed the Joint Technical Document (JTD) for the North County Recycling Center and
Sanitary Landfill, as prepared by Kleinfelder, Inc, dated 4 March 2005. The facility is regulated under
Title 27 California Code of Regulations, Division 2, Subdivision 1 (Title 27 CCR) and Waste Discharge
Requirements (WDRs) Order No. R5-2002-0219. Based on our review, we find the document is
incomplete.
On pages 55-58, Section 8. Preliminary Closure/Postclosure Maintenance Plan (CLOP) (1990), the JTD
describes the following:
Revised final cover and grading plan;
® Revised Closure Cost estimates assuming placement of an evaporative transpiration (ET) cap;
• Revised Preliminary Closure costs;
Revised Construction Quality Assurance;
Revised Postclosure Maintenance costs; and
• Financial Assurance.
Because these revisions are not part of previously approved plans, we cannot concur with the JTD. This
determination is based on WDRs, Provision G.10., which states, "The Discharger is required to;
(1) establish and maintain a financial assurance mechanism for closure andpost-closure maintenance
costs in accordance with an approved plan [emphasis supplied], ... "
With regards to the Financial Assurance, the Closure/Postclosure Fund amount would require updating
to reflect costs associated with approved plans. Therefore, San Joaquin County needs to revise Section
8, and any other relevant sections of the JTD, to reflect elements in approved plans. Based on our
conversation on 12 April 2005, San Joaquin County may choose to submit information based on
approved plans in order to complete the JTD. Any revisions to the current CLOP would need to be
California Environmental Protection Agency
0 Recycled Paper
