Box 1810 <br />Stockton, CA 95201 <br />JOINT TECHNICAL DOCUMENT, NORTH COUNTY RECYCLING CENTER AND SANITARY <br />LANDFILL, SANJOAQUINCOUNTY, FACILITYNO. 5B390308003 <br />We have reviewed the Joint Technical Document (JTD) for the North County Recycling Center and <br />Sanitary Landfill, as prepared by Kleinfelder, Inc, dated 4 March 2005. The facility is regulated under <br />Title 27 California Code of Regulations, Division 2, Subdivision 1 (Title 27 CCR) and Waste Discharge <br />Requirements (WDRs) Order No. R5-2002-0219. Based on our review, we find the document is <br />incomplete. <br />On pages 55-58, Section 8. Preliminary Closure/Postclosure Maintenance Plan (CLOP) (1990), the JTD <br />describes the following: <br />Revised final cover and grading plan; <br />® Revised Closure Cost estimates assuming placement of an evaporative transpiration (ET) cap; <br />• Revised Preliminary Closure costs; <br />Revised Construction Quality Assurance; <br />Revised Postclosure Maintenance costs; and <br />• Financial Assurance. <br />Because these revisions are not part of previously approved plans, we cannot concur with the JTD. This <br />determination is based on WDRs, Provision G.10., which states, "The Discharger is required to; <br />(1) establish and maintain a financial assurance mechanism for closure andpost-closure maintenance <br />costs in accordance with an approved plan [emphasis supplied], ... " <br />With regards to the Financial Assurance, the Closure/Postclosure Fund amount would require updating <br />to reflect costs associated with approved plans. Therefore, San Joaquin County needs to revise Section <br />8, and any other relevant sections of the JTD, to reflect elements in approved plans. Based on our <br />conversation on 12 April 2005, San Joaquin County may choose to submit information based on <br />approved plans in order to complete the JTD.
