Michael Carroll, PE <br />Senior Civil Engineer <br />County of San Joaquin Department of Public Works <br />Solid Waste Division <br />1810 East Hazelton Ave. <br />Stockton, CA 95201-3018 <br />Subject: Ninety -Day Notice of Intent (NOI) to Include North County Recycling Center and <br />Sanitary Landfill (39 -AA -0022) on the Inventory of Solid Waste Facilities Violating State <br />Minimum Standards <br />Dear Mr. Carroll: <br />The California Integrated Waste Management Board (Board) is required to place on the Inventory of <br />Solid Waste Facilities Violating State Minimum Standards (Inventory) facilities that have repeat <br />violations of Title 27, California Code of Regulations (CCR), Division 2, Subdivision 1, Consolidated <br />Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste. <br />A review of the monthly San Joaquin County Environmental Health Department's (local enforcement <br />agency) inspection reports for July and August 2005, for the North County Recycling Center and <br />Sanitary Landfill indicates that the following state minimum standard has been violated during this <br />period: <br />• Title 27 CCR Section 20919.5 — Explosive Gas Control. <br />The County of San Joaquin Department of Public Works, Solid Waste Division is hereby <br />notified that Board staff is proposing to include North County Recycling Center and Sanitary <br />California Environmental Protection Agency <br />Printed on Recycled Paper <br />The energy challenge facing California is real.
