Eroding intermediate cover. <br />A very strong gaseous odor was emanating from the cracks. <br />The local enforcement agency should direct the operator to repair the intermediate cover and eliminate the gaseous odor. <br />The operator should also periodically monitor all of the intermediate cover for erosion and repair accordingly. At the <br />end of the inspection the operator was dressing the eroded intermediate cover with additional soil. <br />3. Section 20760 — Nuisance Control. Each disposal site shall be operated and maintained so as not to create a public <br />nuisance. <br />During the inspection a strong gaseous odor was emanating from the gas extraction system, at the northern extraction <br />point SX -1, on the western side of the previous waste management unit. The local enforcement agency should inform <br />the operator that, should the gaseous odor be detected off site, a violation for nuisance control may be issued. <br />COMMENTS: <br />During the inspection the first truck was held at the gate until seven o'clock. Cell phones are used at the active face for <br />communication purposes. No vectors were observed on or off site. Some dust was being generated around the active face, <br />however, a water truck was beginning to wet down the area. No household hazardous waste was observed at the active face. <br />At the on site transfer station it was observed that one fire extinguisher had an expired service date and another fire <br />extinguisher needed to be recharged. Also two first aid kits had expired medical supplies at the transfer station. <br />A check of the disposal site records and the landfill unit records at the Department of Public Works office in Stockton <br />showed them to be maintained and up to date. <br />Page 4 of 4 Inspector <br />
