San Joaquin County Environmental Checklist <br /> national standard once. Data also indicate that CO concentrations did not <br /> approach state or federal standards. Concentrations of CO have declined in the <br /> SJVAB over the past 5 years because of existing regulations that require the use <br /> of oxygenated gasoline and because of the continued replacement of older <br /> vehicles with newer, lower-CO-emitting vehicles. <br /> If monitored pollutant concentrations meet state or federal standards over a <br /> designated period of time,the area is classified as being in attainment for that <br /> pollutant. If monitored pollutant concentrations violate the standards,the area is <br /> considered a nonattainment area for that pollutant. If data are insufficient to <br /> determine whether a pollutant is violating the standard,the area is designated <br /> unclassified. <br /> CARB has classified San Joaquin County as a severe nonattainment area for <br /> ozone and a nonattainment area for PM 10 and PM2.5. For CO,CARB has <br /> classified San Joaquin County as an attainment area. EPA has classified San <br /> Joaquin County as an extreme nonattainment area for the 1-hour ozone standard <br /> and a serious nonattainment area for the 8-hour ozone standard. For PMI O,EPA <br /> has classified the county as a serious nonattainment area. For CO,EPA has <br /> classified the county as an unclassified/attainment area, although the Stockton <br /> Urbanized Area is classified as a moderate(< 12.7 parts per million [ppm]) <br /> maintenance area(49 FR 20651,May 16, 1984). As an oxidant, it increases <br /> susceptibility to respiratory infections. Ozone can cause substantial damage to <br /> vegetation through leaf discoloration and cell damage, and to other materials, <br /> such as synthetic rubber and textiles. Ozone is not emitted directly into the air <br /> but is formed by a photochemical reaction in the atmosphere. Ozone precursors, <br /> which include reactive organic gases(ROG)and oxides of nitrogen(NO,),react <br /> in the atmosphere in the presence of sunlight to form ozone.
