Time Out: <br /> COMPLAINT INSPECTION REPORT <br /> Name of Facility: LINEAGE LOGISTICS Date: 04/09/2021 <br /> Address: 2323 PORT RD, STOCKTON 95203 <br /> Owner/Operator: STOCKTON PORT DISTRICT Telephone: (209)942-2323 <br /> Program Element: 2546-RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint#: C00053658 <br /> Responsible Party Contact: MIKE FISKS <br /> DESCRIPTION OF COMPLAINT ALLEGATIONS <br /> The San Joaquin County Environmental Health Department received the following complaint: <br /> AN UNKNOWN AMOUNT OF ANHYDROUS AMMONIA RELEASED AT APPROXIMATELY 5AM THIS MORNING. THE <br /> RELEASE WAS STOPPED AND THE SYSTEM RETURNED TO NORMAL OPERATION. <br /> OVERALL INSPECTION NOTES AND COMMENTS <br /> NOTES <br /> An unknown amount of anhydrous ammonia released at approximately 5am this morning. The facility's maintenance <br /> manager, Jerry Jastrem,was switching pumps for the PLR-2 recirculator located inside the engine room. Jerry turned off <br /> the pump supply and discharge valve for pump AP4 before switching to pump AP3. After turning pump AP3 back on. Jerry <br /> noticed a slight ammonia odor after approximately 20 minutes. Jerry used a sulfur stick to find the source of the leak. Jerry <br /> discovered the release was from the gland packing for the pump supply valve. He tightened the valve and stopped the <br /> release and the system returned to normal operation. The facility reported that the amount was too small to trigger the <br /> ammonia detection alarm. There are two ammonia detectors inside the engine room. The facility contractor is working on <br /> replacing the gland packing. There was no exposure or evacuation due to the release. The incident investigation is in <br /> progress.
