depend on obtaining service from such utilities , then the utility lines shall be sized to serve these <br /> future developments . <br /> 5 . When public utilities are to be located outside public rights - of-way but within the project boundary , <br /> the Developer shall provide public utility easements for these utilities . The easements shall be <br /> shown on all the Improvement Plans . <br /> 6 . Prior to the submittal of improvement plans for the development , the Developer shall submit to <br /> the MHCSD composite schematic plans for in tract storm drains , sanitary sewers , and water <br /> distribution facilities . <br /> 7 . Water service to the common areas , if applicable , shall not begin without notifying MHCSD of the <br /> intent to start irrigation . The billing process must be set up before water is turned on . Backflow <br /> prevention systems and applicable water meter facilities at the point of connection to the public <br /> water system as required by the MHCSD Standards shall also be installed . <br /> 8 . All water rights shall be dedicated to the MHCSD upon approval of the Improvement Plans , <br /> 9 . Transformers located in the commercial and industrial areas may be placed above ground <br /> provided they are aesthetically designed and /or shielded by landscaping subject to MHCSD and <br /> MID requirements and with prior written approval . <br /> 10 . Per MHCSD ' s ordinance , on -site utilities shall be privately maintained . <br /> 11 . Unused storm drain stubs and sewer stubs shall be cut and capped at the property line . <br /> 12 . Unused water stubs shall be cut at the property line and blow- off installed . <br /> 13 . The Developer shall prepare an SB 221 report to address the Community ' s potable water supply <br /> needs prior to the Final Map approval . <br /> 14 . All utilities such as , but not limited to , water , sewer , storm drainage , shall be placed in the <br /> ' alleyways ' not the front yards or common landscaping frontage areas . All necessary easements <br /> shall be offered for maintenance and access purposes in perpetuity . <br /> 15 . The two storm drain culverts across Parcel L from Tract 3424 Final Map , dated October 11 , 2005 , <br /> shall be replaced with appropriately sized storm drain lines that are located within the roadway <br /> right of way . <br /> e . Fire Code Compliance : <br /> 1 . Prior to the beginning of the final design of the facility , the Developer shall consult with Mountain <br /> House Fire regarding emergency access to the proposed development . Any requirements for <br /> emergency access shall be approved by MHCSD . Install fire hydrants per MHCSD Standards <br /> and State Fire Code .
