FINDINGS FOR MAJOR SUBDIVISION <br /> PA-2100089 <br /> SUNCHASER REAL ESTATE ONE LLC / LENNAR HOMES OF CALIFORNIA <br /> 1 . The proposed subdivision is consistent with the General Plan , the Master Plan , any applicable Specific <br /> Plan , any applicable Special Purpose Plan , the Public Financing Plan , and any other adopted plan <br /> adopted by the County . <br /> • This finding can be made since the analysis conducted by the Community Development <br /> Department ( CDD ) has shown that the proposed subdivision is consistent with all applicable <br /> adopted plans . <br /> • With respect to the General Plan , the consistency review found that the proposed subdivision <br /> meets General Plan requirements for orderly and compact development ( e . g . , compatible <br /> siting of land uses ) . The project is consistent with General Plan policies since . 1 ) the <br /> infrastructure planned meets the requirements and standards of the County and the Mountain <br /> House Community Services District ( MHCSD ) ; 2 ) all necessary on -site and off-site easements <br /> and dedications for the maintenance of the water, sewer, and storm systems shown on the <br /> proposed Tentative Map will be provided ; 3 ) the waste management requirements of the <br /> County and the MHCSD will be met ; and 4) parking improvements adequate to serve the <br /> proposed project will be constructed . <br /> • With respect to the Master Plan and Specific Plan I , the consistency review found that the <br /> proposed subdivision addresses the affordable housing objectives expressed in these plans <br /> by meeting Master Plan /Specific Plan I requirements for housing diversity and density of <br /> development (within the Minimum and Maximum density range for the residential land uses <br /> proposed for development , per Master Plan Section 3 . 3 ) . To meet Master Plan /Specific Plan I <br /> requirements regarding noise , future residents of the subdivision will be protected from <br /> excessive outdoor and indoor noise levels along north Central Parkway and north Arturo , via ) , <br /> landscaping , wall treatments , construction requirements for homes ( e . g . , mechanical <br /> ventilation to allow windows to remain closed ) , and by notices to residents via a note on the <br /> deed of affected properties in instances where exterior noise levels up to an Ldn of 65 dB may <br /> be reached . Additionally , the Tentative Map would be required to fully mitigate the impacts to <br /> Lammersville Unified School District by complying with the applicable provisions of the <br /> School Facilities Mitigation Agreement . To ensure that public improvements are developed to <br /> acceptable standards , said improvements would be conditioned to comply with all <br /> Community Approvals , including the applicable provisions of the MHCSD ' s Parks , Recreation <br /> and Leisure Plan and the MHCSD Design Manual . <br /> • With respect to other adopted plans—those adopted by the MHCSD , the consistency review <br /> conducted by the MHCSD has determined that the proposed subdivision , as conditioned by <br /> the MHCSD , is consistent with MHCSD adopted plans and programs . <br /> 2 . The design or improvement of the proposed subdivision is consistent with the General Plan , the Master <br /> Plan , any applicable Specific Plan and any applicable Special Purpose Plan . <br /> • This finding can be made since the analysis conducted by CDD has found that the design or <br /> improvements of the proposed subdivision , as shown on the Tentative Map and as described <br /> in the project application , meets the requirements of the General Plan , Master Plan , and <br /> Specific Plan I . The design of the proposed subdivision provides additional housing <br /> opportunities for future residents . It meets the residential density requirements of adopted <br /> plans and incorporates a coordinated system of automobile roadway improvements that <br /> provide efficient access within the project and to public destinations ( e . g . , K-8 school and <br /> Neighborhood Park) . The project also creates distinctive and livable residential environments <br /> and all landscape , hardscape and street elements within the proposed subdivisions would be <br /> PA-2100089 – Findings 1 <br />
