Bills of lading for the recycling of used fuel filters for the last three years were not found on <br /> site. No used filters were observed on site. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer.A <br /> copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found for the last <br /> three years. Used, drained, metal filters not stored, handled and disposed of according to this section are regulated <br /> as hazardous waste. Provide a corrective action statement, bill of lading recycling records and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Notes: <br /> -An inspection report was provided to the facility operator on the day of inspection. The inspection report was <br /> amended on 6/16/2021 by removing violations 104 and 105, since the facility had the completed modified <br /> contingency plan posted at the facility at the time of inspection. The amended report replaces the initial report. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
