S0 JOA U 1 Environmental Health Department
u ; i y
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
NEW STOCKTON 99 SPEEDWAY 4105 N WILSON WAY, STOCKTON April 29, 2021
Other Violations
3050 See below Unlisted Abandonment/Illegal Disposal/Unauthorized Treatment violation ❑V ❑R ❑COS
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
Overall Inspection Comments:
Met with Tony Noceti, Owner, who granted consent to conduct a hazardous waste closure inspection and take
photos. No violations were found at the time of inspection. Tony states his facility holds about 10 race car events
in a year, and if there are car accidents and vehicle fluids spill onto the race track, absorbent is used to clean up
the spill, placed in a container, and taken to Forward Landfill for disposal. Tony did not have hazardous waste
determination documentation or disposal records for the used absorbent. Tony was notified that if his facility
generates used absorbent and he determines it to be hazardous, it shall be managed and disposed of according
to California hazardous waste regulations (California Code of Regulations, Title 22). Tony was notified that he
may dispose of hazardous used absorbent at the San Joaquin County Household Hazardous Waste (SJC
HHW)facility as a small business, and was emailed a SJC HHW Small Business Hazardous Waste Disposal
Program brochure, along with the inspection report. The facility will be inactivated from the Hazardous Waste
program.
To minimize person to person contact EHD is choosing to write the name of person receiving the report instead
of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate
($152). To schedule an appointment, please call (209)468-3420.
AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING
THIS FACILITY BACK INTO COMPLIANCE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
Received by: Date: April 29, 2021 Inspector: Inspector Phone:
Printed Name and Title: ELIANNA FLORIDO, REHS (209)616-3050
Emailed to Tony Noceti, Owner
FA0019628 PR0531057 SCO01 04/29/2021
EHD 22-01 Rev.9/16/2020 Page 4 of 4 Small Quantity Hazardous Waste Generator OIR
1868 E.
