For the purposes of this plan and per <br />the definition set forth by the Cal/EPA, these wastes are also known as "non-RCRA" or "California- only" <br />wastes. <br />1.2 Facility Information <br />Sierra Chemical Co. is owned and operated by the Carus Group, Inc. Sierra Chemical Co. is located in <br />Stockton, CA in San Joaquin County in Central California and includes an area of approximately 7.4 acres <br />(319,730 square feet). The facility is located in an industrial area of Stockton, CA and contains a main <br />building attached to the warehouse, a storage yard, and a railroad track that runs through the facility. <br />Sierra Chemical Co. manufactures and distributes environmental chemicals for municipal, agricultural, <br />mining and industrial markets. The company predominately manufactures sodium hypochlorite and <br />distributes chlorine which has been repackaged into bulk containers, ton containers and cylinders. The <br />facility is regulated as a chemicals and allied products manufacturing facility under the Standard <br />Industrial Classification (SIC) code 5169. <br />2.0 Regaalat�ry Aaath®rity artd f2elated Pro�rarras <br />Hazardous materials are defined and controlled in the U.S. by laws and regulations administered by the <br />U.S. EPA, the Occupational Health and Safety Administration (OSHA), U.S. Department of Transportation <br />(U.S. DOT), Department of Homeland Security (DHS), Drug Enforcement Agency (DEA), and the Nuclear <br />Regulatory Commission (NRC). In addition, the use, storage, and disposal of hazardous materials in the <br />State of California are within the jurisdiction of the Cal/EPA (including the California Department of Toxic <br />Substances Control (DTSC)), Cal/OSHA, and CECtA. Hazardous materials are regulated by the "right to <br />know" laws (under OSHA and the Toxic Substances Control Act (TSCA)), building and fire codes, and <br />emergency preparedness equipment. <br />Specifically, RCRA gives the EPA and individual states authority to control hazardous wastes from <br />manufacturers to final disposal destinations. This includes generation, transportation, treatment <br />storage, and disposal of hazardous waste. The U.S. DOT specifically oversees and regulates the <br />transportation of hazardous wastes and materials in coordination with RCRA. <br />3, R®hes and Respr�nsibi@ides <br />It is the responsibility of all employees and contractors working on behalf of Sierra Chemical Co. to <br />handle, store, and dispose of hazardous waste in a manner that is in compliance with all applicable local, <br />state, and federal regulations. <br />3.1 Plant Manager <br />The Plant Manager has ultimate responsibility for proper waste handling at Sierra Chemical Co.
