Sierra Chemical Co. <br />RCRA Contingency Plan <br />• The exact source of the release, <br />The potential hazards to human health or the environment, <br />Exposure, toxicity, reactivity, and uncertainties of the release <br />For the initial response to unknown concentrations of contaminant(s), positive pressure self-contained <br />breathing apparatus (SCBA), chemical protective clothing (CPC), the buddy system and backup personnel <br />are required if emergency response personnel are entering the contaminated area. A list of PPE for <br />various situations is described in Appendix H. <br />After the materials involved in an emergency are identified, the specific information on the associated <br />hazards, appropriate PPE, decontamination, etc. will be obtained from SDSs, operator knowledge, the <br />person who first observed the incident, and/or from appropriate chemical reference materials at the <br />same location. The IC shall then formulate and a response plan using the following approach: <br />• Detect/Define the problem <br />• Estimate the potential harm of the situation using the North American Emergency Response <br />Guide (ERG) to determine evacuation distances and knowledge of size of release and wind <br />direction to determine evacuation route <br />• Choose response objectives <br />• Identify all options <br />• Carry out the best option <br />• Evaluate progress continually <br />First Responders must use extreme caution when evaluating the incident scene. The following actions <br />should always be practiced: <br />• Approach upwind <br />• Position vehicles in egress position <br />• Avoid entering vapor clouds/smoke <br />• Consider ALL unknown containers or released products as hazardous <br />• Access situation from a distance <br />Depending on the nature <br />and severity of the <br />spill/release, the IC must consider if there is a need for <br />using further <br />cooperation <br />from outside aide, <br />as listed in Appendix G. <br />6.3 Control, Containment, and Correction of the Emergency <br />The Sierra Chemical Co. facility is required to control an emergency and minimize the potential for the <br />occurrence, recurrence, or spread of releases due to the emergency situation. The IC is responsible for <br />stopping processes and operations when necessary, and removing or isolating containers. <br />Moreover, this contingency plan will be implemented in the event of a spill of hazardous waste, fire, any <br />explosion or a combination of these. Additionally, the contingency plan will be implemented if the IC <br />determines that a threat to human health or the environment exists.
